"Federal National" Calls for accelerating the clean energy transition in "IRENA Forum"

Abu Dhabi, January 11 / WAM / His Excellency Dr. Ali Rashid Al Nuaimi, Member of the Federal National Council and Vice-President of the Inter-Parliamentary Union, stressed that accelerating climate change and worsening environmental challenges require an immediate legislative response from global parliaments.

His Excellency said, in his speech before the 2025 Legislators Forum organized by the International Renewable Energy Agency (IRENA) today in Abu Dhabi under the title “Legislative paths to implement the UAE consensus… doubling energy efficiency and tripling renewable energy… the role of parliamentarians in formulating legislation supporting the achievement of climate goals.” Global, and enhancing international cooperation to accelerate the transition towards clean energy by 2030,” with the participation of Her Excellency Mira Sultan Al Suwaidi, Member of the Federal National Council, said that the year 2024 witnessed the highest average temperature record at all, highlighting the need for rapid action to achieve the goals of the Paris Climate Agreement.

His Excellency explained that the results of the global assessment during COP28 revealed a large gap between current commitments and what is required to achieve climate goals, noting that the summit provided a clear and unprecedented roadmap for the transition towards clean energy, and strengthened the financial framework supporting these efforts within the framework of preparations for COP29.

His Excellency Al Nuaimi added that legislators around the world play a pivotal role in drafting legislation that stimulates investment in renewable energy and strengthens international partnerships, calling on parliamentarians to exploit the current political momentum to advance the transition towards clean energy and ensure a better future for future generations.

Her Excellency Mira Sultan Al Suwaidi presented an intervention during the session “Legislative Pathways to Harmonize Nationally Determined Contributions (NDCs),” where she reviewed the UAE’s experience in transitioning towards renewable energy, and explained that the UAE’s success in this field is based on an ambitious vision, integrated strategies, and supportive legislative reforms.

She stressed that the UAE seeks, within its Energy Strategy 2050, for the clean energy sector to constitute 50% of the national energy mix, noting the importance of simplifying legislative procedures to stimulate investment, support the private sector, and implement policies such as net metering that allows the sale of surplus electricity produced from solar energy to… National network.

She touched on the role of Parliament in enhancing environmental governance through effective parliamentary oversight, and launching national and international initiatives to support clean energy projects, and stressed that the Federal National Council is acting in accordance with its constitutional competencies in supporting sustainability policies and the pledges of the COP28 conference.

At the conclusion of her speech, she highlighted the future legislation that the UAE is working to develop, such as expanding green hydrogen production, launching a regional carbon trading platform, and establishing a national fund to support climate innovation, and stressed that international parliamentary cooperation is the key to achieving a successful and sustainable energy transition.

The forum witnessed the appointment of Her Excellency Mira Al Suwaidi as rapporteur for the 2025 Legislators Forum, where she will present the forum’s outcomes document to members of the General Assembly of the International Renewable Energy Agency on January 13. The document will include the main recommendations and outcomes of parliamentary discussions on strengthening legislation supporting renewable energy and achieving global climate goals.

The Federal National Council’s participation in this forum confirms the UAE’s pioneering role in supporting global legislative and climate efforts, and enhancing international cooperation to achieve sustainability and clean energy goals, reflecting the country’s vision for a future based on innovation and sustainable development.
