The Federal National Council stresses the importance of the independence of the Judicial Training Institute administratively and financially

The Federal National Council, headed by Saqr Ghobash, Speaker of the Council, during its sixth session of the second regular session of the eighteenth legislative term, which was held today, January 22, 2025, in Zayed Hall at the Council’s headquarters in Abu Dhabi, approved a number of recommendations during the discussion of the subject of the Ministry of Justice’s policy regarding the Institute Judicial training, and three questions were directed to Dr. Abdul Rahman bin Abdul Manan Al Awar, Minister of Human Resources and Emiratisation, Acting Minister of Higher Education and Scientific Research, and Abdullah bin Sultan bin Awad. In its recommendations, the Council stressed the need for the independence of the Judicial Training Institute administratively and financially, the necessity of having legislation that regulates its role and defines its responsibilities and powers and the governance of its funding sources, developing a modern legal system and specialized training programs, increasing the number of employees at the Institute, and accelerating the completion of the preparation and implementation of the proposal to amend fees based on the outcomes. A comprehensive feasibility study for fees, and providing the necessary training to enhance the technical skills of faculty members and trainees and encourage them to increase interaction with modern technologies.
Saqr Ghobash stressed, during the discussion of the general topic, that the Council was keen to discuss this topic due to the importance of the role of the Judicial Training Institute in the support it represents for the justice, judiciary and legal system, noting that this system has received the attention of the wise leadership since the founding of the state, and recalled the saying of the late Sheikh Zayed bin Sultan Al Nahyan, may God have mercy on him, said, “The Ministry of Justice is one of the most important ministries because justice is the foundation of the kingdom.” He said that this is achieved by empowering judges, lawyers, and all workers in Justice system.
The Chairman of the Council said that one of the most important recommendations reached during the discussion of this issue is the financial and administrative independence of the Institute, indicating that this is achieved without regard to the Institute’s affiliation to the Ministry of Justice or the Supreme Judicial Council, since enabling the Institute to carry out basic training is the primary and ultimate goal.
The session’s work began with Dr. Omar Abdul Rahman Al Nuaimi, Secretary-General of the Council, reading the agenda items and approving the minutes of the fifth session held on 1/8/2025.
Before starting to discuss the draft law, the Council approved a summary of the report of the Constitutional and Legislative Affairs, Appeals and Complaints Committee, which indicated that the Council referred the matter on 6/5/2024 to the committee to study and prepare a report on it as of 9/15/2024 AD.
