The Ministry of Human Resources and Social Development has announced the issuance of a set of decisions that raise localization rates in 269 professions in different sectors, in partnership with a number of supervisory authorities and the Ministry of Health – Ministry of Trade – Ministry of Municipalities and Housing.
The decisions included the localization of dental professions, pharmacy professions, accounting professions, and engineering technical professions, and these decisions come within the endeavors aimed at providing more stimulating and productive job opportunities for citizens and citizens in various regions of the Kingdom.

The decision to raise localization rates in pharmacy occupations in partnership with the Ministry of Health will save 07/23/23, in community pharmacy activities and medical complexes to 35%, pharmacy activities in hospitals to 65%, and other pharmacy activities to 55%. This decision is applied to facilities Which works with 5 workers or more in the professions of pharmacy, and the localization rates for dental professions were raised in two phases, from 2025/23/23 to 45%, provided that the second stage is applied after 12 months of issuing the decision with a localization rate of 55% The decision of dental professions applies to the facilities in which 3 workers work in dental professions, in addition to raising the minimum wages for the dental profession to calculate the localization rates to 9,000 riyals. In partnership with the Ministry of Commerce, it has also been worked on to increase the percentage of accounting professions on Five stages gradually for a period of five years from 2025/10/22, as the application of the first stage of the decision begins with the establishments where 5 accountants work in accounting professions by 40% to 70%. The decisions included raising the percentage of localization of engineering technical professions in partnership with the Ministry of Municipalities and Housing to 30% of the total number of workers in the targeted occupations from 07/2025/23, and this decision applies to all facilities of the private sector in which 5 workers work or more in engineering technical professions. The Ministry of Human Resources and Social Development issued procedural evidence that explains the details of the decisions on its website to inform the employers and installations of the mechanism for calculating the settlement and the penalties stipulated against the violators. It is noteworthy that these decisions are the second continuation of the efforts of the Ministry of Human Resources and Social Development, which aims to raise the rates of localization of professions in order to achieve the Saudi Vision 2030 targets and the labor market strategy in supporting national competencies and increasing their job opportunities in various sectors.
