President of the Bosnian and Herzegovina Council: Our country has a clear political system despite its apparent complexity

Dubai, February 12 / WAM / His Excellency Gilka Tsivanovic, President of the Bosnian and Herzegovina Council, confirmed that her country has a clear political system despite its apparent complexities, noting that the Dayton Peace Agreement, signed in 1995, has established the constitutional and administrative structure that rules the country until today.
This came during a dialogue session for its Excellency within the work of the second day of the World Summit of Governments 2025, which was launched in Dubai yesterday, under the slogan “foresight of the future governments”, and ends its activities tomorrow, Thursday.
In the beginning of her conversation, Gilka Tsivanovich expressed her appreciation of the UAE’s organization for the distinguished organization of the summit, noting the importance of this event, which brings together a group of leaders and decision makers to discuss vital global issues.
She explained that the political system in Bosnia and Herzegovina depends on the principle of the tripartite presidency, which includes representatives of the bushnaq, the Croats and the Serbs, where the members take turns the presidency of the state for eight months for each of them, and she said: “It may seem complicated, but it is in fact a clearly defined system by understanding its mechanisms Constitutional and the mechanism of distribution of powers between the various parties, where the constitution defines political, economic and external policies.
It indicated that Bosnia and Herzegovina consist of two main entities, the Republic of Serbska, the Union of Bosnia and Herzegovina, which in turn is divided into ten cantons, and that each entity in the country has its own responsibilities regarding the economy, infrastructure, the energy sector, education, health care, and other vital areas, She added: “Nevertheless, there is a joint economic market between the two entities, where business is organized, companies construction, and infrastructure development according to clear systems that provide an appropriate environment for investors.”
With regard to the challenges of decision -making in light of the tripartite presidential system, Gilka Tsuvianovich explained that the decisions in some sectors, such as defense and foreign policy, require a consensus between the three members of the presidency, and said: “This may sometimes lead to delaying some decisions, but in the end it guarantees the agreement Wide among all political components. “
