المملكة: Program certificates licensed and officially recognized
The center stressed that this text is an essential pillar in organizing e -learning in the Kingdom, and enhances societal and institutional confidence in the outputs of this pattern of education, as it ensures equal opportunities between students in electronic and attendance programs at the level of educational and functional benefits, and translates the Kingdom’s directions towards digital transformation and achieving the target of Saudi Vision 2030 in the education sector.
Article VI of the rules states that “certificates issued through e -learning programs licensed by the center are an equation for certificates granted in regular education, subject to the same recognition, and it is not permissible to distinguish between them, or refer to the education pattern in the certified certificate”, and this text is a systematic protection of the submitted bodies and beneficiaries, and constitutes a framework for the quality of outputs and the reliability of educational programs.
This article comes within an integrated system of executive rules approved by the center to detail the provisions of the e -learning regulation issued by the decision of the Board of Directors of Center No. (6/17/44) and the date of 11 Jumada al -Awwal 1446 AH, which aims to organize the e -learning sector in the Kingdom and ensure its discipline, effectiveness and quality.
Accredited education patterns
According to the definitions contained in Article Two, the approved e -learning patterns include: enhanced education, integrated education, simultaneous distance education, and non -simultaneous distance education, and electronic training is also included in these patterns, and is treated with the same provisions and standards.
In its third article, the rules stressed the need for all parties to adhere to the terms and controls issued by the center, and not to adopt any different interpretations or terms, to ensure the consistency of organizational concepts and unifying national standards..
License is a prerequisite for practicing activity
The materials from the seventh to the eleventh indicated that the practice of any educational or electronic training activity requires prior obtaining the license from the National Center for Electronic Education, and this is required to fulfill the requirements of accreditation from the competent official authorities, the technical linking with the national platform for e -learning, and the payment of the financial compensation scheduled to be found.
The rules also obligated the licensed authority not to use the license for its purpose, and to provide a clear plan to address the conditions of beneficiaries in the event of suspending or canceling the license, and fully committing to protect their rights, in addition to continuous cooperation with the center in providing the data and reports necessary to assess the quality of licensed educational programs.
Control of commitment and procedures for violations
Articles from fifteen to seventeen stipulated the supervisory measures that the center is entitled to take against the bodies that violate the provisions of the regulations, standards or regulatory conditions, including warning, suspending the license, canceling it, or stopping the activity permanently in coordination with the relevant authorities.
The rules also enable the violating authority to submit their objection within 30 working days, and the objections are referred to independent committees to adjudicate, in a framework of justice and transparency..

Adoption of educational and technical service providers
In the context of supporting the quality of e -learning, the rules singled out a special door for the accreditation and rehabilitation of technical services and content providers, and obligated them to obtain regular licenses, adhere to the criteria.
Unified digital resources
Regarding the use of digital educational resources, the materials from twenty -fourth to twenty -eight were required for government agencies to use the unified digital resources approved by the center, such as platforms, tools and digital content, in a way that enhances the efficiency of the educational process, and ensures the unification of the educational experience, and the rules also allowed requesting exceptions in specific cases at the center of the center, with accurate follow -up of actual use and taking measures when the violation.
An integrated framework for continuous organization and development
The rules concluded in its twenty -ninth article by emphasizing the validity of these provisions as soon as the e -learning regulation is enforced, and the abolition of the previous organizations that contradict them, provided that the full text is published on the official website of the center, while granting the center the authority to review and update it according to the requirements of the stage.
This comprehensive organizational framework embodies the Kingdom’s keenness to consolidate a national, high -quality, integrated, and sustainable e -learning environment, which supports lifelong learning, and opens flexible horizons for learners in various disciplines and segments, in line with the directions of digital transformation and building a knowledge society capable of competing globally.
