Dubai, April 16/ WAM/ The Ministry of Finance launched the first batch of the “Specialized Certificate in Governmental Procurement” program, in cooperation with the Legal Institute for purchase and supply “CIPS”, one of the most prominent global bodies in this field, as part of its ongoing efforts to develop the financial system and enhance the efficiency of public money management.
This comes as a continuation of the initiative to build financial and accounting capabilities in the federal government, which resulted in the launch of a package of specialized certificates in the financial and accounting fields.
According to a press release issued today, this came during a workshop organized by the Ministry in Dubai with the wide participation of financial managers, purchases and heads of purchasing departments and specialized cadres from various ministries and federal authorities.
The number of employees of the specialized certificate in government purchases reached 31 associates of government procurement specialists from the federal authorities, and the program, which continues until March 2026, aims to raise the skills of workers in the field of government purchases, and to enhance their competencies in line with international best practices, by focusing on developing analysis skills, decision -making, and risk management efficiently, which contributes to improving the performance of purchases It reflects positively on the performance of the federal authorities, the quality of their services and the efficiency of their spending.
His Excellency Maryam Mohamed Al -Amiri, Assistant Undersecretary for the Government Financial Management Sector in the Ministry of Finance, stressed that the launch of the specialized certificate in government purchases represents a strategic step within the project of building financial and accounting capabilities in the federal government.
She said that this initiative comes as an embodiment of the Ministry’s commitment to enable national competencies to modern specialized knowledge, in a way that contributes to enhancing institutional performance, raising the efficiency of spending, and ensuring transparency and effectiveness of financial resources management.
She explained that the Ministry of Finance is keen through this program to enhance the professional readiness of workers in the financial sector and purchases in the federal government, and to provide them with the necessary skills to keep pace with the accelerated developments in the financial field, which is directly reflected in the quality of government services and the efficiency of public spending.
In the Ministry of Finance, financial policies and accounting standards in the Ministry of Finance had a pivotal role in designing and activating this program, through the alignment of its axes with international best practices and standards, ensuring its harmony with the comprehensive strategy of government financial transformation, and the integration of its efforts with the system of federal purchasing legislation and governance.
The program is part of an integrated system for building financial and accounting capabilities for financial employees in the federal government, which includes a series of specialized certificates launched by the Ministry with the aim of developing financial and accounting competencies, and achieving integration between institutional efficiency and innovation in performance, in a way that enhances the competitiveness of the UAE in indicators of governance, sustainability and financial transparency at the global level, especially in the field of government purchases.
It is noteworthy that the memorandum of understanding was signed between the Ministry of Finance and the Legal Institute for purchase and supply “CIPS” in January 2025, which embodied a launch for a strategic partnership aimed at developing government purchasing competencies by providing a specialized certificate accredited in the areas of purchase and supply during the year 2025, known as “CIPS Practitioner Level Diploma”, as a leading and qualitative step to develop National competencies, consolidating innovation in the government sector and enhancing the competitiveness of the UAE globally, reflecting the Ministry’s commitment to a strategic vision aimed at achieving global leadership in public finances and sustainable development.
