المملكة: Education: No special education allowance without official assignment… and no payment to non-field personnel


The Ministry of Education confirmed the regulation of the disbursement of special education allowance to specialized educational and administrative cadres, in accordance with approved controls aimed at achieving job justice and ensuring that the allowance reaches those eligible who undertake direct field work with students with disabilities in approved schools and centers that implement special education programmes.

The Ministry clarified that the special education allowance is paid to male and female teachers specialized in the field, as well as to some supervisory and administrative categories, whenever the nature of their work requires direct and continuous interaction with students with disabilities, and in accordance with An official assignment issued by the person with authority, stressing that what matters is not only the job title, but rather the nature of the actual tasks carried out on the ground.

She indicated that the disbursement of the allowance is done electronically through the Fares system, through the direct manager’s account, where the mandatory data is entered, including the date of disbursement of the allowance, the main category, the category, and the name of the employee, then the required documents are attached and the request is submitted for approval according to the regular sequence, provided that the request is supported by a documented official assignment.

And about Eligible categories: The Ministry indicated that the teacher specializing in special education is considered eligible for the allowance whenever he directly teaches students with disabilities, whether in special classes or resource rooms. The specialized educational supervisor is also entitled to the allowance if his supervisory duties include regular field visits, during which he follows up on the educational programs provided to people with disabilities in the field.

On the other hand, it clarified that the non-specialized educational supervisor, even if he is qualified in special education, is not considered eligible for the allowance unless he is officially appointed or assigned to the job. It requires direct dealing with people with disabilities, and the allowance is not paid to department heads in education departments unless there is a specific official assignment for field supervisory visits, and for the duration of the assignment only.

The Ministry also addressed the situation of non-specialized teachers who teach some subjects to students with disabilities, indicating that the disbursement of special education allowance to them is subject to strict controls, the most prominent of which is that the subject be a subject that the special education teacher cannot teach, such as mathematics, science, English, or computers, and that the assignment is officially made after Fulfilling the quorum for the specialized teacher, while limiting eligibility to specific cases without generalization.

With regard to the allowance percentage, the Ministry clarified that the approved percentage is 20% for the teacher specializing in special education, as well as for the non-specialized teacher who teaches some subjects to people with disabilities in accordance with the controls, while the percentage rises to 30% for behavioral training teachers specializing in special education, provided that they have the approved qualification and begin working with students with disabilities, as stipulated in the organizing regulations.

The Ministry of Education confirmed that the official assignment is an essential condition for the disbursement of the special education allowance, and must be issued by the authorized person, specifying the nature and duration of the work, and verbal or undocumented assignments are not considered, pointing out that all applications are subject to review and scrutiny before the disbursement is approved.

These measures come within efforts to develop the work environment, motivate specialized cadres, and enhance the quality of educational services provided to students with disabilities.
