She assured Al -Youm that these procedures aim to ensure the continuity of the progress of business in the health sector, while maintaining the rights of the employees concerned and their job gains during this important transitional period.
In the details of the procedures, the ministry indicated that if the employee does not accept the loan decision, he will continue to perform his current work tasks temporarily to ensure that no administrative or technical vacuum occurs, until his responsibilities and tasks formally and organized to the competent employee from the Public Health Authority “protect”.
A good contract
After completing the delivery process, the necessary regular procedures will be completed with the Ministry of Health regarding the status of the employee.
In the event that the employee accepts the loan decision, which has been set for one year, the ministry indicated that the employee’s contract will remain valid with the Ministry of Health, while the loan system is applied to join the work of the Public Health Authority “Prevention”.
The loaned employee will continue to perform his current tasks, which decide to transfer its competence to “prevention”, while remaining at the same workplace and using the same capabilities, platforms and technologies currently available, with constant support from the Ministry of Health, until the provision of it by “Prevention” with any updates that may occur on their approved operating work model.
With regard to the financial and administrative aspects during the loan period, the Ministry of Health emphasized the continuity of the exchange of all the financial dues and benefits of employees who are loaned before them without changing.
Job performance evaluation
With regard to the evaluation of job performance, the evaluation mechanisms of the Ministry of Health, “Resources System”, will be applied until the employees are permanently transferred to “protection”, and the attendance and departure system will remain subject to the regulations used in the ministry through the “Hayyak” system.
She also emphasized the continuation of the annual promotions and bonuses for the loaned employees in accordance with the regulations in force in the Ministry of Health, and that their assignment to work outside the official working time or assign them will be based on the actual need of work, noting that the direct job link of the employee during this period will be with the Public Health Authority “Prevention”.
With regard to the training course, training opportunities will continue according to the regulations in force in the ministry, with the exception of scholarships and delegates to study from the loan decision throughout their study period.
The Ministry set the path followed in the event that the loaned employee receives a functional presentation from the Public Health Authority “Prevention” during the loan period.
If the employee passes the necessary evaluation and accepts the offer, he will be permanently transferred to the commission according to the contracting system approved for it, according to the instructions referred to in the decision No. 616.

Multiple advantages
Upon determining the date of the final transition, employees will receive their new contracts to be placed on their jobs in “protection”, thus officially ending the loan period.
The authority will provide the employees transferred to it with a package of advantages that include the annual performance reward, medical insurance, children’s education allowance, and vocational training and development opportunities.
On the other hand, if the loaned employee refuses to offer the permanent transition submitted by “Prevention”, the ministry clarified that it will be subject to the procedures followed in the Ministry of Health in accordance with the regulations stipulated in Ministerial Resolution No. 1550 regarding the civil service.
The Ministry also allowed the employee the possibility of requesting to end his loan before the end of its duration, provided that prior coordination and obtaining the approval of each of the camels «Ministry of Health» and the entity loaned to it, the Public Health Authority.
