The Minister of Human Resources and Emiratisation, Acting Minister of Higher Education and Scientific Research, President of the participating country delegation, Dr. Abdul Rahman Al -Awar, revealed that the UAE has adopted a leading model of economic diversity, as the contribution of non -oil sectors reached 74% of the state’s domestic product at the end of last year, and it is expected that the local product will reach more than 4% this year, according to the World Bank report, in the framework of a comprehensive vision of an economic concept characterized by partnership And flexibility, within a possible environment that leads to innovation and knowledge economy, adopting modern and technological transformations in the labor market, and the continuation of the strategic humanitarian approach of the UAE by investing in people, and empowering the human element.
Al -Awar highlighted, during the work of the 113rd session of the International Labor Conference held in the Swiss city of Geneva, on the efforts of the state in the areas of human development, which was reflected in the classification of the Emirates within the category of “very high human development” in the report of the Human Development Index 2025, issued by the United Nations Development Program (UNDP), the leadership of the region for the second year in a row, where the UAE ranked 15th out of 193 countries included in the report, in the completion of The UAE’s commitment to a comprehensive development vision that places man in the heart of its national policies, confirms through an integrated system that serves vital sectors such as health, education and the standard of living, which makes its experience a leading model to be followed in sustainability and promoting human capabilities, and building a future based on opportunities and empowerment.
He said: “According to the aforementioned report, the UAE recorded the third highest global average in the net talent flows through the LinkedIn platform” who has skills in artificial intelligence for the year 2023, which reflects its ability to attract global competencies, and confirm its position as a pioneering center for talent in this vital field. “
Al -Awar said: “The report of the General Manager of the International Labor Organization discussed by the conference reflects in its content a comprehensive vision that is in line with the UAE’s directions in developing a balanced and flexible labor market that puts the human being at the core of his priorities,” adding that, based on the adviseary vision of good leadership, the UAE has succeeded in transforming global challenges into development opportunities, based on economic efficiency, justice, and consolidating its commitment to appropriate work standards. “
He added in his speech to the conference: “The UAE realized the reality of structural changes in the labor market, and the importance of its accompanying, through the development of the leading legislative structure appropriate to the nature of the new stage, by building to consolidate the workers protection system, ensuring their rights in a balanced manner with the rights of employers, and launching extensive initiatives in this field that include all employment categories in the Emirates, the most important of which is the system of insurance on employment dues, and the insurance system against disruption for work, The savings system, a wage protection system, and a health insurance system.
He pointed out that the state’s efforts were directly reflected on the labor market and levels of sustainable development, as the UAE labor market recorded a growth of 17% in new companies in the private sector, and in the number of workers by more than 12% by the end of 2024, and the rate of attracting skilled competencies increased by more than 13%, young people constitute more than half of them, and the percentage of women’s participation in the national labor market increased by about 21%.
He stressed that the remarkable growth recorded by the labor market contributed alongside modern legal and organizational frameworks to enhance the leadership of the UAE, and its export to the first position in the world in nine indicators of global competitiveness for 2024, the most prominent of which are indicators, employment rate, and the ability to attract talents, and the flexibility of the labor market, as a direct result of the pioneering and flexible policies that have been adopted, where the UAE continues to emphasize the importance of attracting knowledge and skills And investing them.
The state’s delegation includes in its membership both the Undersecretary to organize and develop the labor market, the Assistant Undersecretary for the Communication and International Relations Sector, Shaima Al -Awadi, Deputy Chairman of the Board of Directors of the Arab Labor Organization, Hind Bint Suleiman, Chairman of the Coordination Association for Professional Associations in the State, Counselor Zayed Al Shamsi, and a number of stakeholders in the Ministry of Human Resources and Emiratisation and businessmen and representatives of private institutions in the state.
