Libya- The Secretary-General’s Mission calls for supporting the aspirations of the Libyans in holding elections and uniting institutions

This came during a briefing to the Security Council, Thursday afternoon, during which I reviewed UN Secretary -General’s report on the situation in Libya.

The UN official has successfully reported 26 Libyan municipalities in holding elections on August 16, despite the great challenges. She praised the dedication of the Supreme National Commission for Elections, its employees and its teams in the polling stations to make these elections a success.

It called on all candidates to accept the election results, and in cases where the voters chose to change, the candidates must facilitate the transfer of power peacefully to the newly elected leaders.

Titée regretted that all the municipalities were expected to be held by elections to do so. She said that the percentage of participation in the polling was 71%, describing it as “A clear indication of the Libyan people aspiring to elect their representatives.”

Wide consultations with the Libyans

On the other hand, the private actress explained that the advisory committee, which was formed in February of this year, submitted its report to the United Nations Support Mission in Libya (Onsel) in May. Since then, the mission has launched consultations across the country on the results of the advisory committee, which has offered proposals to hold national elections and unify institutions.

She said that the mission contacted the main Libyan parties, and its officials visited the cities and met the municipal authorities, and they also held public meetings in which representatives from various sectors participated.

Three basic pillars

Based on the recommendations of the advisory committee, the opinions obtained from the Libyan people, in addition to the lessons learned from the failure of previous efforts to hold elections in 2021, the UN official expressed its conviction that the political process should focus on ensuring general elections and unifying institutions. A road map built on three basic pillars proposed:

First, Applying a sound technically and political and political acceptable framework aimed at holding presidential and legislative elections;

secondly, Unifying institutions through a new unified government;

And third, An organized dialogue that allows broad participation of Libyans to address the decisive issues that must be dealt with in order to create a favorable environment for the elections, to form a common vision, and to address long -term motives for the conflict.

The security and economic positions

The security situation in the country is still volatile, according to Mrs. Hannah Tité, noting that the military appearances are increasing from all sides. The situation in Tripoli remains a great concern.

The economic situation is still critical. The recent measures taken by the Central Bank of Libya and the Ministry of Finance – among them the automation of paying public sector salaries in the region subject to the authority of the government of national unity, the establishment of a transparent platform for reservation of foreign currencies, and licensing official exchange companies – are worthy steps towards improving financial oversight and limiting the parallel market for currencies.

20 deaths in detention

Ms. Hana Tité said that the United Nations Support Mission in Libya documented 20 deaths during the detention between March 2024 and August, including the case of Abdel Moneim Al -Marimi, a political activist, who died on July 4, 2025 during his detention in Tripoli, shortly after an order to be released, according to reports.

She explained that these cases are the latest examples of a widespread and continuous pattern of grave violations committed throughout the country with impunity, including against immigrants and refugees, It is fed by misleading information and hate speech.. The Libyan authorities urged the necessary measures to end these violations.

It also expressed concern about the forced return of migrants to the conflict areas, including Sudan, noting that the number of Sudanese refugees in the infidels exceeds the local population and miserable conditions. It urged the donors community to increase its support for the United Nations plan to respond to the refugee crisis.
