Mohammed bin Rashid issues the law to organize engineering consulting activities in the Emirate of Dubai

Dubai, October 5 / WAM / His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister, may God bless him, in his capacity as ruler of the Emirate of Dubai, issued Law No. (14) of 2025 regarding the organization of the engineering consulting process in the Emirate of Dubai, which is considered a qualitative step to enhance the legal framework organized for the engineering consulting sector in the emirate.
The law aims to advance the engineering consulting sector, enhance its contribution to the developmental, economic and urban march in Dubai, organize the process of establishing engineering consulting in the emirate, according to the best international standards and practices, and setting clear foundations for the classification of engineering consulting offices, in a manner commensurate with their expertise, financial potentials, The artistic and administrative.
The law also aims to encourage investment in the engineering consulting sector, overcoming the deliberations that hinder the march of this sector, ensure good implementation of projects, in line with the standards and structural and planning requirements, urban planning in the Emirate of Dubai, and attracting global engineering consulting companies to make the emirate a major center to provide its services in this field.
The law stipulated that it be formed in the Emirate of Dubai by a decision of the President of the Executive Council, a permanent committee called the “Committee for the Regulation and Development of Engineering Consulting Agency”, headed by a representative of the Dubai Municipality and membership represented by the competent authorities and the relevant authorities in the emirate where the law defined the tasks and powers of the committee.
According to the law, any person is prohibited from practicing any of the engineering consulting consulting in Dubai, which includes any activity that the engineering office derives from among the activities approved by the Committee for the Organization and Development of Engineering Consulting Agency, linked to any field of architecture, civil engineering, electrical engineering, electronic engineering, mechanical engineering, and mechanical engineering, Mining and mining engineering, geological engineering, coastal engineering, petroleum engineering, chemical engineering, and other engineering fields, and prohibiting the law on any person to promote himself as an engineering office in any way, unless he has a commercial license, and is restricted in the registry prepared with the Dubai Municipality, Dubai, For engineering engineering, engineering consulting activity allowed to practice it, its classification category, and its technical staff.
Any engineering office is also prohibited from practicing any of the unimportant engineering consulting consulting in the Emirate of Dubai, or unlike the category classified on it according to the classification system approved by the competent authority, which includes the Municipality of Dubai, and any government agency specialized in supervising and controlling any of the engineering consulting establishment in the Emirate of Dubai. The law also prohibited the engineering office on the use of any engineer who is not restricted in the registry and does not have a certificate of professional competence and does not work within his technical cadre, as well as a ban on any person in Dubai contracted with any company or institution to implement any of the engineering consulting activities in the Emirate of Dubai, unless this company or the institution is based on the commercial license and stable in Register with Dubai Municipality.
The municipality of Dubai, in accordance with the law, in coordination with the competent authorities in the emirate, takes on a number of tasks and powers, most notably the establishment of a unified electronic system at the level of the Emirate of Dubai, associated with the “Invest in Dubai” plat The profession, and any other requests related to organizing the process of carrying out engineering consulting, as well as operating, managing, supervising and updating that electronic system, in a manner that ensures the development of the registration, evaluation and classification system for the average engineering consulting staff in the emirate.
The Dubai Municipality is also specialized in establishing and organizing the registry, which is an electronic file prepared by the municipality, for the engineering office for the engineering office, the activity of engineering consulting allowed to practice it, its classification category, and its technical staff. With its practice, classification category, technical cadres, and any other data related to the practice of engineering consulting in the emirate, and the adoption and modernization of the classification system for engineering offices that perform the engineering consulting activities in construction, construction and demolition of buildings.
The Dubai Municipality also assumes the rehabilitation and classification of engineering offices practicing the activities of engineering consulting in construction, construction and demolition of buildings, and the issuance of professional competence certificates for the technical staff of the engineering office practicing engineering consulting activities in construction, construction and demolition of buildings.
The law identifies the types of engineering offices in Dubai, and includes the engineering office established in the emirate, and a branch of an engineering office established in any of the emirates of the state, with practical experience in practicing the establishment of engineering consulting no less than three communicated years, and a branch of a foreign engineering office, with practical experience in practicing the engineering consulting action of no less than less Its duration for ten communicated years, in addition to the participating engineering office, which is the office that consists of a partnership between a local engineering office classified on the first category with a foreign office or engineering offices with practical experience in practicing the engineering consulting process of no less than ten years in connection.
The types of engineering offices in Dubai also include an engineering office, which is the office specialized in expressing opinion and advice in any of the engineering consulting construction, possessing a engineer or more restricted in the registry, and each of them has a practical experience in practicing engineering consulting. The law specified the conditions and procedures for the engineering office in the registry, as well as the duration of the registration and its deletion cases.
The law stipulates that everyone who violates the provisions of this law and decisions issued by it shall be punished with a financial fine of no less than one thousand dirhams and not more than one hundred thousand dirhams, and the value of the fine is doubled in the event of the violation of the same violation within one year from the date of the previous violation of it, and in a maximum limit of two hundred thousand dirhams.
According to the law, the actions violating its provisions and the provisions of the decisions issued by it and the fine of each of them are determined by a decision issued by the President of the Executive Council of the Emirate of Dubai in this regard, and the law permitted the competent authorities to take one or more of the following measures against the violators: stopping the engineering office from practicing its activity for a period that does not exceed one year, and download The engineering office classification category to a lower category, and removing the registration of the engineering office from the registry after obtaining the approval of the Committee for the Regulation and Development of Engineering Consulting Activities on that, and addressing the authorization of the license to cancel the commercial license in accordance with the procedures approved in this regard, and the suspension of any member of the technical staff from practicing his work for a period not exceeding one year, in addition to canceling the competence certificate The profession, the approach of the engineer’s registration from the registry, and the informing the Association of Engineers in the state of the decision to write off.
The law obliges all engineering offices and engineers working in them at the time of the implementation of this law, to reconcile their conditions in accordance with its provisions, within one year of the date of its implementation, and in the event that the registration of the engineering office or the engineer in the registry ends during the validity of the deadline for successful conditions in this law, their registration is renewed in the record, provided that they provide a promise to provide success Their conditions during the remaining deadline to reconcile the situation.
