The most prominent violations and proposed penalties

The schedule of violations and penalties proposed by the General Real Estate Authority included a package of regulatory provisions aimed at controlling the rental relationship and reducing abuses in the rental market, by imposing progressive financial penalties against violators.

The provisions included punishing the lessor who raises the value of The total rentfor the property in the city of Riyadh, whether in existing or new contracts, with a fine equivalent to two months’ rent with an obligation to correct the violation, which rises to six months’ rent if it is repeated, and reaches a full year’s rent the third time. The same penalties also apply to anyone who exceeds the rent of the vacant property than the value of the last lease contract registered in the city.

Registration of the lease contract

The violations also included failure to register the rental contract in the electronic network for rental services, where penalties begin with a warning with correction of the violation, then a fine equivalent to three months’ rent the second time, and six months’ rent the third time.

If the landlord refuses to renew the contract and obliges the tenant to vacate the property without legal justifications, a fine will be imposed on him, starting with two months’ rent with correction, and increasing to 12 months’ rent when the violation is repeated for the third time, in a way that ensures enhanced compliance with the regulations and protects the rights of the parties to the rental relationship.

The General Real Estate Authority explained that this project is one of the important regulatory pillars for controlling the real estate rental market and activating the recently approved regulatory provisions, stressing that the commitment to register in the electronic network for rental services, not raising prices without legal justification, and respecting the rights of tenants in valid contracts are all foundations for ensuring a fair and stable rental relationship.
