Dubai Municipality and Mohammed Bin Rashid Housing sign a memorandum of understanding to promote flexible housing solutions for citizens

Dubai Municipality signed a memorandum of understanding with the Mohammed bin Rashid Housing Establishment, aiming to enhance the paths of flexible housing solutions for citizens, and enable them to build their own homes flexibly and efficiently, by simplifying procedures, enhancing government integration, and developing organizational and implementation models, in a way that ensures improved quality of housing services, increases customer satisfaction and happiness, and supports the achievement of sustainable urban development goals.
The signing of the agreement was attended by: Engineer Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, and Mohammed Al Shehhi, Acting Executive Director of the Mohammed bin Rashid Housing Establishment, within the activities of the GITEX Global 2025 exhibition.
The memorandum confirms the continuous efforts of both parties to develop the building, construction and housing services system, and their keenness to create comprehensive housing solutions that meet the requirements of citizens, provide them with multiple options with the lowest procedures and costs, and contribute to enhancing the citizens’ journey in building their homes and providing them with a decent life.
The two parties will cooperate to design and update standard housing models classified into specific, pre-approved categories to speed up licensing and implementation procedures within housing construction projects for citizens, as well as improving the citizen’s experience in building his home by enhancing joint integration aimed at simplifying procedures and unifying communication channels.
Cooperation between the municipality and the corporation will also include the various stages of the project, starting with preparing designs and developing a list of contractors. All the way to supervising implementation and completion, ensuring clarity of roles, speed of completion, and providing an integrated and facilitated customer experience.

Unified digital channels
In addition, the two parties will work to develop electronic connectivity and exchange data and information that supports the efficiency of procedures, including the results of examinations, the status of licenses, completion reports, and technical evaluations of contractors, in addition to exchanging the results of evaluating the performance of contractors working within the scope of joint projects, in a way that enhances the quality of implementation and supports making the necessary technical decisions. The two parties will also coordinate the implementation of technical, administrative and financial procedures related to the role of the second party as a project manager on behalf of the owner to ensure the smooth flow of work.
Dubai Municipality will contribute to defining and updating the requirements and standards for contractors implementing private housing construction projects for citizens, while providing the corporation with an updated list of approved and qualified contractors to implement construction projects, in a way that enhances reliability and quality of implementation, as well as access to standard housing models classified into specific, pre-approved categories that facilitate licensing procedures, in addition to involving The Corporation to review the unified mandatory contract model for contractors. Dubai Municipality will present the results of the soil examination, carry out supervisory and technical tasks for the construction stages, follow up on site inspection and engineering audit work, issue interim technical approvals, and ensure the readiness of the project to connect to services and issue a certificate of completion.
While the Mohammed bin Rashid Housing Establishment will contribute, coordinating with the owner to choose the appropriate design, submit the bid, award the project, choose the contractor, sign the contract, schedule of quantities and prices, and play the role of project manager according to a written authorization from the owner, follow up on project management tasks, implement the terms of the contract, progress of the work, and verify completion rates, in addition to providing the municipality with the results of evaluating the performance of contractors working within the scope of private housing for citizens.
