The regulation imposes precise technical and procedural requirements, and sets a clear framework for granting licenses, monitoring compliance, and applying penalties, in line with economic development objectives, taking into account Safety and environmental requirements.

Limiting the practice and specific licenses

The regulations stressed restricting the practice of An independent license for each activity separately, and each location requires an independent license even if it is for the same activity.

Classification of truck parks

Perhaps the most prominent thing in the regulations is the classification of truck parks into three categories “A, B, and C” based on their capacity. The regulation imposes mandatory basic services that vary depending on the category. While Category “C” (the “minor”) is sufficient to provide a prayer room, restrooms, and an electronic monitoring system, Category “A” (the “major”) is required to provide a mosque, management offices, comprehensive electronic monitoring, automatic control gates, and a furnished rest area of ​​no less than 200 square meters. And housing for workers, a restaurant, and food supplies.

The regulation also specified “optional” secondary services that can be provided according to the parking category, such as gas stations, maintenance services, truck washes, and motels.

Strict technical requirements

With regard to technical requirements, the regulation obligated truck parking operators to provide public restrooms free of charge and around the clock, while ensuring they are clean and equipped with supplies. The regulation also categorically prohibited the storage of hazardous or petroleum materials inside truck stops, and prohibited the exchange or transfer of dangerous goods between trucks within the facility.

As for the “loading and unloading” logistics service centers, it stipulated the provision of handling equipment appropriate to the nature of the goods, specifying clear paths for the movement of vehicles, and requiring workers to wear personal protective clothing and equipment. It also required parking lots for bicycles transporting goods to provide covered waiting areas equipped with seats for drivers, with a monitoring system that covers the entire site.

Licensing and renewal mechanism

The regulation set the duration of the license at five years, and it is issued after completing two stages: First, obtaining initial approval requires submitting a commercial register that includes the activity, an economic feasibility study, and a plan for the site. This approval will be valid for a period of 180 days, subject to extension.

Secondly, to obtain the final license, the facility must prove the readiness of the facility, obtain safety licenses from the relevant authorities, the necessary environmental approvals, and submit a service pricing policy for “truck parking,” in addition to a classification certificate from the Small and Medium Enterprises Authority.

As for renewing the license, it requires submitting a valid localization certificate, and submitting the application 180 days before the license expiration date.

Monitoring mechanism Grievances

The regulations grant inspectors appointed by the Authority the authority to detect violations and impose penalties. The violator will be notified of the decision via approved electronic means, such as the Authority’s platform, text messages, or the “Efaa” platform.

The violator has the right to appeal the decision before the “Land Transport Violations Review Committee” within 30 days from the date of notification. If the committee’s decision is issued, the complainant has the right to appeal it before the competent court within 60 days of being notified of the decision.
