The UAE is among the top 15 health systems in the world by 2031

A session entitled “Under the microscope…the health sector in the UAE,” within the annual meetings of the UAE government 2025, confirmed that the health sector in the country has witnessed qualitative leaps and great achievements, and that achievements continue in this sector within advanced and unified systems at the national level, with the aim of consolidating the UAE’s position among the top 15 health systems in terms of quality of health care in the world by 2031.
He participated in the session, along with the Minister of Health and Community Protection, Ahmed bin Ali Al Sayegh, the Chairman of the Department of Health – Abu Dhabi, Mansour Ibrahim Al Mansouri, the Director General of the Emirates Health Services Corporation, Yousef Al Sarkal, and the Executive Director of Dubai Health, Dr. Amer Sharif.
The session focused on the reality of the health system in the country, the priorities for the next stage, and continuing to build an integrated health system based on efficiency, sustainability and quality of services, in line with the directions of the “We are the Emirates 2031” vision, to consolidate the UAE’s position as a global model in integrated health care, and achieve the national goal for the country to be among the top 15 health systems in terms of quality of health care in the world by 2031, according to an approach based on prevention, sustainability, competitiveness and quality of life.
During the session, Ahmed bin Ali Al Sayegh reviewed several topics related to assessing the country’s current health indicators and its position at the regional and global levels, in addition to plans aimed at enhancing health performance through modernizing policies, raising the efficiency of national cadres, and expanding the scope of partnership between government agencies and the private sector.
Al Sayegh stressed that the annual meetings of the UAE government represent a leading national platform for translating the visions of the wise leadership towards a more integrated and innovative government future, and accelerating the pace of work to achieve sustainable development goals, pointing out that enhancing the efficiency of the health system comes at the heart of these forward-looking visions, which place humans at the center of development and quality of life.
He added that the UAE has a comprehensive and flexible health system capable of adapting to current and future health challenges, supported by an advanced infrastructure that includes the latest facilities and specialized centers, and unified digital systems that enhance the efficiency of service delivery. He pointed out that digitization and artificial intelligence have become two pivotal pillars in developing health policies and facilitating the customer’s journey through integrated platforms linking government and private health facilities, allowing for safe and rapid exchange of health data, and ensuring continuity of care and quality follow-up.
He said that these achievements would not have been achieved without the vision of our wise leadership, which made people the focus of development, provided a supportive legislative and regulatory environment, and invested in digitization and innovation to improve the quality of healthy life. We will continue to work in a team spirit with our partners in the government and private sectors, to consolidate the UAE’s position as a global model in integrated health care, and achieve the national goal for the country to be among the top 15 health systems in terms of quality of health care in the world by 2031, according to an approach based on prevention and sustainability. Integrated health care
In turn, Dr. Yousef Mohammed Al Sarkal stressed that the health sector represents a major axis in this integrated system, as the Emirates Health Services Corporation continues to translate the leadership’s vision, by developing an integrated health care model based on efficiency, innovation, speed of response, and sustainability of services, ensuring the promotion of community health and well-being.
He added that the institution is establishing an advanced model of health care that relies on innovation, speed of response, and sustainability of services, to ensure continuity and equity of care in various regions of the country, noting that the Emirati doctor represents the pillar of this development, as an innovative health leader who contributes to shaping the future of the national health sector, and enhancing the country’s position in global scientific forums.
Employing innovations
Mansour Ibrahim Al Mansouri stressed that the UAE continues to work to establish a health care system that is the best in the world, and places human health at the core of its strategy and looks to the future to employ innovations and promising opportunities that improve the efficiency and availability of health care services for all members of society, in accordance with the highest standards of quality and excellence, and thus contribute to sustainable development efforts and community prosperity.
He added: “We continue to work towards moving towards a proactive care system based on prevention, early detection and adopting a healthy lifestyle, so that members of society can enjoy a long, healthy life, while we continue to lay solid foundations for a health care system characterized by the quality, efficiency and availability of its services, in addition to harnessing innovation and research in order to serve the community, create the future of health and anticipate the challenges and promising opportunities it brings.”
He explained that the Department of Health – Abu Dhabi has taken concrete steps to provide the best health care, by taking advantage of the data provided by the “Malafi” platform, continuing to invest in genomics and its applications, precision medicine and stem cell therapy, and developing a number of artificial intelligence applications.
Al Mansouri added: “Abu Dhabi has been able to enhance its capabilities in health care, through centers of excellence that cover the most complex medical specialties, from heart surgery and bone marrow transplantation, to treatment of burns and strokes, multi-organ transplantation, and others. The emirate also continues to improve assisted reproductive services and innovations and provide them to members of society. The Department was also keen, through the Visiting Doctors Program, to attract elites of distinguished international expertise and competencies in healthcare, and workers in the most prominent international health institutions to Abu Dhabi, to provide the best international experiences to members of society in the emirate.”
He continued that the next stage of excellence will be through enhancing artificial intelligence and the ability for proactive analysis that improves prevention, noting that achieving this depends on integrating artificial intelligence at every level of health care, so that data guides decisions, policies, and remedial procedures.
A sustainable health system
Dr. Amer Sharif stressed that the health sector in the UAE embodies a global model of integrated care that puts people at the heart of its priorities, thanks to the directives of the wise leadership and its wise vision, which has brought about a comprehensive qualitative shift in the health care system, and has consolidated the country’s position as a leading global destination in quality of life.
He explained that Dubai Health is keen to employ artificial intelligence, adopt the latest technologies and integrate them into the various stages of providing health services, which contributes to improving the patient experience and improving human health.
He added: “Because the human being is the goal and purpose, Dubai Health has established its commitment to putting the patient first, through an integrated academic health system that combines medical education, scientific research, care and giving, to serve humanity and build a healthier society.”
