ABU DHABI, 6 November / WAM / The Abu Dhabi Future Energy Company “Masdar”, the world’s leading Emirati company in the field of clean energy, and “OMV”, the Austrian integrated energy, oil and chemicals company, announced the signing of a binding agreement to establish a company with the aim of financing, building and operating a plant to produce green hydrogen through electrolyzers with a capacity of 140 MW in the “Brück an der Leitha” region in Austria.
This pioneering project represents one of the largest green hydrogen production facilities in Europe, and represents an important step that supports OMV’s endeavors to decarbonize the operations of its Shafkhat refinery and accelerate efforts to bring about a qualitative shift in the energy sector.
Construction of the station began in September 2025 and is expected to become operational in 2027. Masdar will acquire a 49 percent stake in the new company and OMV will own 51 percent.
This partnership combines Masdar’s global commercial, financial and technical expertise in developing and operating clean energy projects around the world with OMV’s expertise in the chemicals field.
OMV will provide the clean electricity needed to produce green hydrogen, and is currently operating a 10 MW electrolysis plant to produce green hydrogen at the Schafkhat refinery in Austria.
This partnership paves the way for future strategic cooperation between Masdar and OMV to explore opportunities to develop and produce sustainable aviation fuel, other types of fuels and synthetic chemicals in both the UAE and Central and Northern Europe, following the signing of a letter of intent between the two parties last April.
It is expected that the procedures for establishing the joint company will be completed in early 2026, after completing the required documents and obtaining shareholder and regulatory approvals.
In the presence of His Excellency Dr. Sultan bin Ahmed Al Jaber, Minister of Industry and Advanced Technology, Chairman of the Board of Directors of Masdar; His Excellency Dr. Wolfgang Hattmannsdorfer, Austrian Minister of Economy, Energy and Tourism; Dr. Alfred Stern, Chairman and CEO of OMV; And Mohammed Jameel Al Ramahi, CEO of Masdar, the agreement was signed during the Abu Dhabi International Petroleum Exhibition and Conference “ADIPEC 2025”.
On this occasion, His Excellency Dr. Sultan bin Ahmed Al Jaber said: “In line with the vision and directives of the leadership to strengthen international partnerships and expand the dissemination of renewable energy solutions, we are pleased to sign this agreement, which comes within the framework of consolidating cooperative relations between the UAE and the friendly Republic of Austria and contributing to the development and modernization of the global energy system to keep pace with the digital age. This joint project will allow us to benefit from Masdar’s 20-year experience in the renewable energy sector, in addition to the great industrial capabilities of OMV, which opens “It creates new horizons and provides promising business opportunities in the European market.”
For his part, His Excellency Dr. Wolfgang Hattmannsdorfer said: “Providing job opportunities and ensuring Austria’s prosperity is based on supporting open trade and building successful international partnerships. Through the strategic partnership between OMV and Masdar, we have succeeded in attracting one of the largest foreign direct investments in the country in recent years. The two companies are currently working on constructing the fifth largest hydrogen production station in Europe. This project contributes to strengthening Austria’s leadership in one of the most important technologies of the future.”
He added: “Our goal is clear, which is to consolidate Austria’s position as a leading center for hydrogen in Europe. Through this approach, we confirm our commitment to strengthening a strong energy-based industrial base, which contributes to providing more job opportunities and ensuring sustainable prosperity for future generations.”
For his part, Alfred Stern said: “Green hydrogen is an essential element of OMV’s 2030 strategy to reduce carbon emissions in fuel and chemical production processes. The partnership with Masdar to develop one of the largest green hydrogen projects in Europe in Austria represents an important achievement in this sector. This joint project enhances the existing cooperation between the two companies and contributes to unifying our extensive technical expertise and achieving our shared vision of building a carbon neutral future. This project will represent a fundamental pillar in Transforming our operations and accelerating a qualitative shift in the European energy sector.”

By benefiting from Masdar’s experience in developing large-scale, global clean energy projects, and the great industrial and technical capabilities of OMV, this joint project will contribute to reducing carbon emissions in sectors whose emissions are difficult to reduce, and supporting the development of a sustainable hydrogen economy in Europe.”
