Financial penalties
The Ministry added another violation related to failure to provide facilities that employ fifty or more female workers, or in which the number of female workers’ children exceeds ten children under the age of six years, a designated place for child care or a nursery within the facility, as the fine for this type of violation reaches 3 thousand riyals.
The update also included the addition of a clause imposing financial penalties on employers who do not impose appropriate penalties on workers who violate the requirements of job uniforms, as the Ministry estimated the fine at up to 300 thousand riyals.
In addition, the new schedules stipulate that establishments that refrain from forming a committee to investigate cases of behavioral violations or do not initiate the investigation within 5 working days of receiving the report will be punished with a fine ranging from 1,000 to 3,000. The Ministry confirmed that the amendments also included a penalty of five hundred riyals for establishments that do not adhere to the requirements of the internal or external environment, in addition to increasing the penalties related to practicing activities that violate licenses, most notably the activity of recruiting, assigning, or providing labor services without obtaining an official license, where the fine ranges between 200,000 and 250,000 riyals.
The Ministry imposed a fine of two hundred thousand riyals on entities that engage in the activity of employing Saudis without a license, with fines ranging between 10,000 and 20,000 riyals in the event that the worker leaves to work for others in violation of the provisions of the system.

Under the statutory powers granted to him, the Minister of Human Resources and Social Development issued a decision approving the updated table of violations and penalties related to the provisions of the law. The details of the new schedule included several violations, most notably the recruitment office’s failure to complete the license renewal procedures before its expiration, which is considered a serious violation that leads to Suspension of the license for a period of up to 12 months, in addition to a fine of 5 thousand riyals.
The failure of the office owner to take over the management of his facility himself, or breach of the requirements for appointing a manager, was considered a serious violation requiring the final withdrawal of the license, with a fine amounting to 25 thousand riyals being imposed.
The table also included classifying the failure to provide the Ministry with financial and audited statements and accounting reports among the non-serious violations that require directing A warning, in addition to a fine of one thousand riyals.
The amendments touched on tightening control over the documentation of data and information required through the approved systems and platforms, as failure to comply with this was classified as a serious violation that requires the suspension of the license for a period of up to a year, with the imposition of a fine amounting to 5 thousand riyals that varies depending on the number of cases.
The updates stipulated the need to raise awareness The recruited worker fulfills his statutory duties and rights, and non-compliance with this procedure is considered a non-serious violation punishable by a warning, in addition to a fine of three thousand riyals, which varies depending on the number of cases.
Payment of workers’ wages
In the same context, the Minister of Human Resources approved the schedule of violations for the regulation of domestic workers and the like, which included explicit penalties directed at the domestic employer in case of breach of obligations.
Among the most prominent provisions of the updated regulations is that failure to document workers’ wages in accordance with the approved compliance plan is considered a serious violation, requiring a fine of one thousand riyals for each worker.
Delay in paying domestic workers’ wages is also considered a violation requiring a fine of three thousand riyals for each affected worker.
The Ministry also imposed a financial penalty of one thousand riyals upon failure to liquidate the rights of a domestic worker upon the end of his service according to the period. The Ministry confirmed that the amendments were formulated in accordance with the needs of the labor market and raising the level of governance within establishments, noting that these updates represent a new stage towards enhancing compliance, providing a safer and more organized work environment, and ensuring the rights of all parties to the contractual relationship in order to achieve the sustainability and stability of the labor market in the Kingdom.
