Dubai Municipality receives "International accreditation in anticipating the future"

Dubai, November 23 / WAM / Dubai Municipality obtained the “International Accreditation Certificate in Foreseeing the Future” at the third level, making it the first municipality to achieve this advanced recognition at the world level, which is issued by the Global Innovation Management Institute “GIMI Institute” in honor of its advanced and pioneering institutional capabilities in the fields of foresight and preparation for the future according to integrated methodological and practical foundations.

Dubai Municipality obtained this accreditation after a careful and comprehensive evaluation conducted by international experts in partnership with the GIMI Institute. The report evaluated the municipality’s work system according to the global “S4” model, which measures maturity through four pillars of “scoping,” “scanning,” “scenarios,” and “strategy.” The third level is classified as “Systematic Foresight”, which means that the municipality effectively integrates foresight into institutional and strategic planning processes and applies approved tools to monitor performance.

His Excellency Eng. Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, said, “Foreseeing the future is an administrative and leadership approach associated with Dubai’s name due to its belief that the future is strength for countries and peoples. He expressed his pride in obtaining this accreditation, which confirms our vision and strategy to be a leading municipality for a global city and to be a major contributor to consolidating Dubai’s position as a city of the future, incubating its innovations and visions, flexible and ready to face its challenges, with an advanced and sustainable infrastructure and services system.” “Comprehensive, clear visions and projects make Dubai the most attractive, sustainable and quality-of-life city.”

This accreditation strengthens Dubai’s position as a global center for anticipating the future and supports government excellence standards through full alignment with them. This achievement, as confirmed by the detailed evaluation report, demonstrates the high institutional capacity of Dubai Municipality in identifying and analyzing drivers of change and elements of uncertainty, as the municipality received a full score of “10/10” in the basic forward-looking visions axis within the evaluation.

The evaluation also demonstrated excellence in monitoring and following up on weak signals (scanning), and the existence of an internal process for unifying and interpreting data within an integrated classification system that ensures seamless integration of insights into the strategic decision-making process.

Moreover, the evaluation demonstrated the superiority of Dubai Municipality in aligning its scenarios with the strategy, as the foresight outcomes were directly and systematically linked to priority strategic initiatives and projects, which embodies the application of an integrated proactive approach to planning and implementation.

These qualitative steps contribute to building a clear development road map and advancing the concepts of innovation and future-based decision-making through an integrated institutional system owned by Dubai Municipality that strengthens its government leadership and raises its readiness and competitiveness on innovation and future indicators.
