The provisions of this new regulation apply comprehensively and without exception to all employees and workers in public sector agencies, private sector establishments, and non-profit sector organizations, to ensure unification of standards of public taste within the various work environments in the Kingdom.
Adherence to the national dress
The draft obligated Saudi male employees to adhere to Modest dress that covers the body, with the categorical requirement that the uniform not be tight or transparent that exposes what is underneath.In cases where the nature of the work requires a uniform specific to the entity, the Ministry stressed the need for this uniform to also adhere to the standards of modesty and covering, and not be tight or transparent, whether for men or women.
The regulations went beyond the formal aspect to set red lines of behavior, warning against any Behaviors that offend religions, incite tribal strife, or adopt political positions and intellectual beliefs that conflict with the Kingdom’s standing, whether within the workplace or through media appearances.
The new rules stressed the need for the employee to be honest, transparent, and impartial, and to respect the privacy of others, while avoiding wearing any clothing bearing slogans or political or intellectual connotations that might spark controversy.
The Ministry waved the stick of sanctions, obligating government agencies and private establishments to hold them accountable. Any employee who violates these provisions will be disciplined, while the Oversight and Anti-Corruption Authority “Nazaha” and the Ministry will directly supervise the implementation of the regulation and control violations.
This regulation is scheduled to enter into actual implementation 30 days after the date of its publication in the Official Gazette, as the Minister of Human Resources has been granted the authority to review and amend it in the future according to need and the requirements of the public interest.
