"Economy and tourism" organize "Global Forum on Digital Trade and Digital Platforms" In Dubai December 8

DUBAI, 4 December, 2017 (WAM) – The Ministry of Economy and Tourism announced the organization of the first session of the “Global Forum for Digital Trade and Digital Platforms”, in cooperation with the United Nations Commission on International Trade Law (UNCITRAL), on 8 and 9 December in Dubai, with the aim of enhancing the benefit of Federal Decree Law No. (14) of 2023 regarding trade through modern technological means, and to be guided by the Emirati experience in developing this law within a global initiative to develop a new law model for digital trade and digital platforms.

The organization of this international event comes after the UAE submitted to UNCITRAL a proposal to adopt the UAE Trade Law through modern technological means as a legislative model for digital trade and digital platforms. The proposal was widely welcomed by a number of UNCITRAL member states, and Spain joined the proposal.

The UAE has achieved global leadership as the first country to issue legislation regulating trade using modern technology, including digital commerce and digital platforms.

The forum is expected to witness broad international participation, with the attendance of more than 15 international institutions, international technical teams, and global universities concerned with digital commerce and digital platforms, who represent a diverse spectrum of government agencies and international organizations concerned with commercial and digital legislation, in addition to an elite group of legal experts and innovators in the private sector.

The event will also include senior executives and owners of global digital platforms and leading technology companies, making it an integrated interactive space that brings together policy makers, practitioners and experts, including the United Nations Conference on Trade and Development (UNCTAD), the Hague Conference on Private International Law (HCCH), and the European Legal Institute, in addition to technical teams specialized in e-commerce from Spain, China, Mexico, Singapore, Thailand, and others.

This diversity of attendees provides a unique platform for exchanging opinions and experiences, discussing best international practices, and building global consensus on the future of economic legislation related to regulating trade in light of the increasing use of modern technological means in this vital sector.

The Forum also provides an opportunity to strengthen strategic partnerships between governments and the private sector in this direction, and to support efforts aimed at formulating an international legal framework that is in line with the requirements of the accelerating digital economy.

The forum will witness various discussion sessions on the mechanisms of governance of digital platforms at the regional and global levels, ways to advance digital trade and digital platforms, growth opportunities for their sectors, including financial technology, data and advanced solutions, and finding solutions to the challenges facing them, in addition to reviewing the latest technical innovations that support digital economic development, the rapid transformations witnessed by the digital economy, and its role in shaping value chains and facilitating the flow of data and services across borders.

In this exploratory phase, the forum will also focus on the qualitative transformation that digital platforms have witnessed, moving from their limited role as an intermediary during the “e-commerce” phase to the role of the digital platform, which is an integrated complement to business, especially in the services sector, and this includes consulting services, music, the art and film sector, and other commercial services that begin and end through digital platforms.

The United Nations Commission on International Trade Law (UNCITRAL) is the main legal body of the United Nations system in the field of international trade law, and is responsible for issuing models of laws at the world level. It plays a major role in developing and maintaining robust transnational legal frameworks to facilitate international trade and investment.

The committee has a global membership specialized in developing commercial law globally, finding qualitative solutions, and updating and harmonizing rules related to international business.
