within "Summit of governments"/ Prime Minister of Chad: Strengthening human capital and building capabilities are the basis of economic, social and institutional transformation

Dubai, February 4, 2017 – His Excellency Alamai Helena, Prime Minister of the Republic of Chad, praised the pioneering role played by the United Arab Emirates in the global political and economic scene, stressing that the UAE has become a leading international model in enhancing dialogue between governments and formulating future visions based on innovation, stability and sustainable development.

This came in a keynote speech on the second day of the World Government Summit 2026 held in Dubai under the slogan “Foreseeing the Governments of the Future.” His Excellency also extended his thanks and appreciation to those organizing the summit, appreciating the efforts made in bringing together decision-makers and thought leaders from around the world on one platform to exchange experiences and discuss common global challenges.

His Excellency stressed that conscious leadership represents the essential foundation for any successful reform process, pointing out that international experiences have proven that economic and institutional reforms cannot bear fruit without a clear strategic vision that places constitutional stability and the effectiveness of government action at the heart of public policies.

He explained that national development plans are now focused on enhancing human capital and building capabilities, as they are the main drivers of economic, social and institutional transformation.

His Excellency highlighted the importance of moving from traditional models of management and development to more flexible and adaptable models, based on enhancing economic resilience, controlling financial systems, and transferring knowledge and technology, stressing that possessing national competencies and transferring technical expertise constitute a basic condition for achieving sustainable and comprehensive development.

He also stressed that strategic independence in implementing reforms represents a pivotal element in ensuring the effectiveness of development policies, pointing out that investment in education, technical and vocational training, and scientific research constitutes a main pillar for building competitive economies.

He pointed out that supporting innovation and entrepreneurship, including family economic initiatives, contributes to enhancing economic dynamism and building more cohesive and inclusive societies.

His Excellency stressed that effective knowledge transfer, mobilization of financial resources, and development of research, innovation and technology represent essential tools for strengthening local capabilities, especially in the education, health and vocational training sectors, because of their direct role in enhancing resilience and achieving social and economic stability.

His Excellency Alamai Helena concluded his speech by emphasizing that investing in human capital is not a strategic choice, but rather an inevitable necessity to consolidate economic sovereignty and achieve comprehensive transformation based on peace, stability and prosperity, expressing his country’s readiness to strengthen advanced international partnerships and build fair and balanced cooperation that contributes to preparing future leaders capable of facing global challenges.
