Dubai, 5 February / WAM / His Excellency Adilbek Kasmaliev, Prime Minister of the Kyrgyz Republic, revealed that his country has achieved a qualitative economic boom that has placed it among the top three countries in the world in terms of real GDP growth in 2025 according to International Monetary Fund estimates, as the average annual economic growth rate over the past four years ranged between 9 and 10%.
This came in a statement to the Emirates News Agency, WAM, on the sidelines of his participation in the World Government Summit 2026, where His Excellency announced the organization of a side event, the first of its kind, entitled “Kyrgyzstan’s ‘Snow Leopard’ Economic Growth Model: Government Accelerators, Institutions and Investments.” He explained that this model, which five years ago was seen as a political slogan, has today become a tangible reality that has made Kyrgyzstan one of the five fastest growing economies in the world, as the state budget has tripled and the gross domestic product has increased by more than 2.5 times.
His Excellency detailed the three basic pillars of the “Snow Leopard” model, which are: government accelerators, strong institutions, and investments. He pointed out that, within this framework, the government began implementing targeted reforms lasting 100 days to address urgent issues quickly and efficiently, and this mechanism has resulted in the successful implementation of 17 reforms since the launch of the program.
He stressed that these results demonstrate the ability of countries to achieve accelerated development even with limited resources, provided that effective governance, rapid decision-making, and strengthening of institutions are available, pointing out that his country blends modern governance models with the ancient traditions of the Kyrgyz people who are open to creative cooperation.
At the level of partnership with the UAE, Kasmaliev described the UAE as an important and reliable partner, appreciating the results achieved from bilateral cooperation, and stressed the existence of promising opportunities to implement joint investment projects that include the sectors of renewable energy, infrastructure, logistics, agriculture, and tourism, in addition to interest in expanding cooperation in the financial sector and advanced technologies. He stressed that his country views with great optimism the future of this relationship, considering that every meeting with the Emirati side represents “the beginning of major new initiatives” and opens up horizons for development. Shared.
Regarding the investment environment, the Prime Minister renewed Kyrgyzstan’s commitment to the principles of sustainable development and economic openness, pointing to the gradual reforms aimed at improving the investment climate, and called on investors to benefit from the attractive environment for business and the ability to access regional markets, especially in light of the great potential available in the green economy, energy and logistics sectors.
His Excellency concluded his speech by emphasizing the strategic importance of the World Government Summit 2026 for his country, as it is a unique platform that allows open dialogue with international partners and investors, and the exchange of experiences on advanced governance models, as well as highlighting Kyrgyzstan’s economic potential and reviewing the current regional and international challenges in a way that contributes to strengthening international cooperation.
