Kuwait includes 8 Lebanese hospitals on the terrorist list

The Kuwaiti Ministry of Foreign Affairs, represented by the Committee for Implementing Security Council Resolutions issued under Chapter Seven related to combating terrorism and preventing the spread of weapons of mass destruction, included 8 Lebanese hospitals on the “terrorism list.”
With this new decision, the number of those included in the national counter-terrorism list increased to 150, including individuals and entities, Kuwaitis and non-Kuwaitis, inside and outside the country.
The Kuwaiti Ministry of Foreign Affairs issued a circular, and it was circulated in Kuwaiti newspapers, to all companies and financial institutions in Kuwait regarding the inclusion of individuals or entities on the national list in addition to Ministerial Resolution No. 8 of 2025, regarding the executive regulations of the Committee for Implementing Security Council Resolutions issued under Chapter Seven, related to combating terrorism and preventing the spread of weapons of mass destruction. The circular stressed taking the necessary measures to implement the listing decision, as stipulated in Articles 21, 22, and 23 of the committee’s executive regulations.
The circular stated that every person is required to freeze funds and economic resources owned or controlled, directly or indirectly, in whole or in part, by the following persons without delay and without prior notice:
- -Any person designated based on Article 12 of this resolution by the Special Committee, or acting on behalf of this person or under his direction, or subject to his control, directly or indirectly.
- -Any person classified in accordance with any Security Council resolution other than Resolution 1373, or working on its behalf or under its direction, or working under its control, directly or indirectly.
Kuwaiti Foreign Ministry instructions
The circular referred to Article 22, which states that the obligation to freeze stipulated in Article 21 extends to any funds and economic resources derived from or resulting from the funds or economic resources referred to in paragraphs 1 or 2 of Article 21.
He added that, in accordance with Article 23 and without prejudice to the provisions of Chapter Six of this decision, it is prohibited for any person within the borders of Kuwait or any Kuwaiti citizen outside the country to provide or make funds or economic resources available to any listed person, or to provide financial services or related services for the benefit of a listed person, whether directly or indirectly, whether in whole or in part, or through an entity owned or controlled directly or indirectly, or acting under the direction of a listed person. This prohibition does not include adding interest due on frozen accounts.
Implementation of the funds freezing procedure
The Kuwaiti Foreign Ministry indicated in its circular that every person implementing the procedure to freeze funds for entities included in the terrorist list must notify the special committee within 24 hours of implementing the procedure, and explain the measures taken regarding those funds or economic resources, in accordance with the requirements of these procedures.
Reporting duties extend to any attempts to handle targeted funds or economic resources, and include the duty to provide details about the nature and quantity of frozen funds or economic resources, and any other information that may be relevant or facilitate compliance with these procedures. The Special Committee will cooperate with the supervisory authority or any other competent authority to verify the accuracy of the information provided.
