Dubai’s approach to licensing reflects this trend, as retail, trade, restaurant and café companies can seamlessly expand into digital channels by relying on existing licenses.

Retailers in Dubai can launch their online stores directly, sell through digital commerce platforms, in addition to accepting digital payments, which contributes to facilitating the establishment or expansion of a digital presence.
Food and beverage establishments can also offer delivery services via licensed platforms when collaborating with approved operators, allowing them to expand their services beyond their physical locations and maintain regulatory compliance.
In support of this transformation, the “Dubai Merchants” initiative, which was launched within the Dubai Economic Agenda D33, provides companies with an organized path to enter the e-commerce system. The initiative allows retailers to benefit from joining facilities, reduced fees, and dedicated support on the most prominent platforms, accelerating the pace of activation and integration into digital markets.
