The Federal National Council adopts 12 recommendations to enhance the quality of life of educational staff

The Federal National Council adopted “12” recommendations during the discussion of the topic of the government’s policy regarding the quality of life of educational staff and its impact on the outcomes of the educational process, which it discussed in its fifth session of its third regular session of the eighteenth legislative term held on February 11 last, within the axes of the government’s policy to enhance the quality of life of educational staff, the work environment affecting the quality of life of educational staff, and legislation regulating the quality of life of educational staff.

The recommendations emphasized the necessity of increasing the salaries of members of the national teaching staff in the government sector and redistributing or adding some allowances and bonuses to the basic salary, in proportion to the teacher’s status, the job burdens of the teaching profession, living requirements, and inflation rates, and for the Ministry of Education, in coordination with various federal and local authorities concerned with teachers in the private sector, to study the organization of the work relationship in this sector, through: studying setting a minimum salary for teachers in the private sector in a fair manner commensurate with the teacher’s position, the job burdens of the teaching profession, living requirements, and inflation rates, as a guide. With the policy adopted by the legislator in Federal Law No. (28) of 1999 regarding private education institutions and its executive regulations, and studying the preparation of a model employment contract for educational staff that schools in the private sector are bound by, specifying the rights and obligations of the parties in a manner commensurate with the nature of the work of the teacher profession and providing legal protection for them, guided by what was in effect in accordance with the executive regulations of Federal Law No. (28) of 1999 regarding private education institutions.

The recommendations called for the issuance of special federal legislation that regulates the employment status of educational staff in the government sector, reflects the vision and policy of the government in this regard, and guarantees the rights and duties of the teacher in a fair and equitable manner, commensurate with his position and the nature of his work, and amending Decree-Law No. (42) of 2024 regarding the establishment and organization of the Council for Education, Human Development and Society by adding a mandate to the National Center for Quality Education related to reviewing and evaluating the quality of life of educational staff, as it is an essential element to ensure the quality of education and the efficiency of the outcomes of the educational process, and the creation of a management within it. The organizational structure of the Ministry of Education is concerned with the quality of life of the educational staff. It is concerned with developing policies to improve the quality of their lives in a comprehensive and sustainable manner, implementing programs that meet their professional and material needs, following up and evaluating these policies and programmes, amending what is necessary to be in line with any change that occurs and affecting the quality of life of the educational staff, and accelerating the issuance of the executive regulations of Federal Decree Law No. (18) of 2020 regarding private education to ensure the effective implementation of the provisions of the decree, and implementing the legislative mandate for the executive regulations to specify the provisions and controls. Related to organizing teachers’ affairs in a manner commensurate with the nature and profession of the teacher.

The recommendations also called for the Ministry of Education to issue unified general rules that regulate the work environment of educational staff in the government and private sectors in coordination with local authorities concerned with education. With the aim of achieving the efficiency of the work environment and creating balance and integration between the two sectors, by setting daily working hours in schools in proportion to the nature of the work of the teacher’s profession, taking into account the social and climatic conditions in the country and the international accreditation of working hours, reducing the quorum of classes for the educational staff according to the academic level and academic subject, and lifting the administrative and supervisory burdens on the educational staff, and assigning them to administrative assistants and supervisors.

The recommendations called for accelerating the development of a career progression system for educational staff according to a specific path that guarantees gradual promotion and specific material benefits. To enhance their job stability and motivate them for continuous professional development, amend the teacher’s job description card and precisely define his job tasks in a way that is appropriate for the teaching profession, with the importance of amending the item “all new work” to be within the teacher’s specialized and professional framework, and develop a training and professional development policy for teachers, ensuring the formulation of programs that keep pace with developments, enhance the use of artificial intelligence tools, and link them to actual training needs according to the results of performance evaluation and field studies, with the necessity of restoring the role of the technical mentor in the educational process as a professional and academic reference for teachers, It contributes to developing and improving their performance, accelerating the development of policies for evaluating the performance of educational cadres to ensure that the evaluation process is conducted in a fair and objective manner, and its results are reflected in the teacher’s career progression and his entitlement to rewards and material benefits, and preparing an awareness and media plan to improve the image of the teacher and emphasize his status and vital role in the advancement and progress of society targeting students and parents in cooperation with media agencies.
