Abu Dhabi Ports signs an agreement to explore investment and development opportunities in the Port of Constanta, Romania

Abu Dhabi Ports Group announced the signing of a framework agreement with the National Seaports Management Company, which is responsible for managing the Port of Constanta in Romania, under which strategic opportunities for investment and development in the Port of Constanta, which is the largest port overlooking the Black Sea, will be explored.
The terms of this agreement establish a foundation for cooperation in areas of mutual interest between the two parties, including developing existing and new ports, applying advanced digital solutions, and promoting sustainability-based initiatives that focus on adopting renewable energy solutions, effective waste management, and reducing emissions, which contributes to promoting responsible growth and the ability to adapt in the long term.
Captain Mohammed Juma Al Shamsi, Managing Director and CEO of Abu Dhabi Ports Group, said that this framework agreement provides a platform for dialogue and cooperation with the port of Constanta, which is one of the most strategically important maritime centers in the Black Sea region.
He added that, in line with the visions and directives of our wise leadership, we look forward to exploring opportunities that contribute to consolidating the group’s presence along the “Middle Corridor,” and supporting our partners in Romania to achieve sustainable economic growth and strengthen the trade connectivity network in the country.
The port of Constanta is located on the eastern edge of Europe, and is a major trade gateway on the Black Sea. It is among the largest ports on the European continent.
During 2025, the port succeeded in handling 88 million tons of liquid, dry and general cargo, in addition to about 1,000,000 TEUs.
Thanks to its strategic location at the entrance to the Danube-Black Sea Canal, the port forms a vital link between shipping routes in the Black Sea and inland waterways serving the regions of Eastern and Central Europe.
As an integrated multimodal center linking sea, rail, road and river transport networks, the Port of Constanta plays a pivotal role in facilitating regional and international trade flows, including the transport of huge shipments of agricultural products such as grains from Eastern Europe and Central Asia.
Over the past four years, Abu Dhabi Ports Group has allocated strategic investments to strengthen its presence in the Central Asia and Pakistan region, and contribute to the revitalization of the “Middle Corridor”, a vital trade route characterized by its low environmental impact, and linking China to Europe via the ancient Silk Road.
During 2025, the group launched the “Gulf Link” project for logistics services, which is a joint project with the Kazakh National Railways Company. It also opened a multimodal logistics center in the Georgian capital, Tbilisi, and entered into a partnership with the company “Simorg Invest” to develop a grain terminal in the Kazakh port of Korek overlooking the Caspian Sea.
Since 2022, through joint projects with Kazmunai Gas and Kazmor Transflot companies in Kazakhstan, the group has operated tankers to ship Kazakh oil across the Caspian Sea to Azerbaijan, connecting it to Western pipeline networks.
During December 2025, the group expanded its regional presence by partnering with the “Avesto Group” in Tajikistan to establish a joint venture to provide integrated solutions in the field of logistics services and freight shipping nationwide.
