A legal forum that highlights legislative developments in the Civil Procedure Code

ABU DHABI, 15 APRIL/WAM/ The Specialized Legal Forum, organized by the Abu Dhabi Judicial Department, in cooperation with the General Secretariat of the Council of Ministers, reviewed the most prominent legislative transformations witnessed in the Civil Procedure Law under Federal Decree Law No. (22) of 2025, and the development it reflects in the philosophy of the procedural organization of litigation, and the move towards a more flexible and integrated model in the management of judicial cases, in a way that enhances the effectiveness of the justice system and supports its competitiveness.
The forum’s activities, which were held via the Abu Dhabi Judicial Academy’s virtual platform, were attended by about 200 participants including judges, experts, specialists in the legal field, lawyers, and accredited mediators.
This comes within the framework of keenness to keep pace with legislative developments and enhance legal awareness of innovations in the Civil Procedure Code, by presenting applied models and specialized visions that contribute to unifying the practical understanding of the newly developed texts, and establishing an advanced judicial system that supports the requirements of sustainable development.
During the forum, His Excellency Dr. Obaid Ali Obaid Al Ali, Assistant Secretary-General for Legislative Affairs at the General Secretariat of the Council of Ministers, gave a presentation in which he highlighted the most prominent amendments introduced by the decree, and the qualitative shift it reflected in the philosophy of the procedural organization of litigation, considering that judicial procedures are no longer merely formal rules for organizing disputes, but rather have become an integrated system for the administration of justice that aims to raise the efficiency of dispute resolution, achieve a balance between litigation guarantees and the effectiveness of judicial resolution, and enhance the quality and acceptability of rulings. For implementation, which contributes to controlling its procedural course and achieving timely justice.
The presentation also addressed the legislative trend towards judicial specialization as a tool to raise the quality of rulings, while demonstrating its impact in unifying judicial orientations, accelerating the settlement of technical and complex disputes, and enabling the judiciary to manage complex, multi-party disputes in a more efficient and in-depth manner, especially in light of the creation and development of the specialized departments stipulated in the law.
The forum reviewed the economic and investment impact of engineering and developing judicial procedures, and their impact in supporting and enhancing the attractiveness of the investment environment and raising the country’s competitiveness in global indicators related to enforcing contracts and settling disputes, reflecting the close connection between the development of civil justice and economic development.
The forum touched on the role of digital transformation in developing the justice system, by facilitating access to judicial services, reducing the time and financial cost of litigation, and enhancing procedural equality between litigants, in a way that supports achieving justice efficiently and flexibly.
The forum also discussed the most important fundamental amendments introduced by the decree, including developing the competencies of the specialized chambers for complex disputes, expanding their technical and procedural powers, tightening the requirements for accepting the notice of appeal, expanding the scope of cassation appeal to include some judicial decisions, as well as strengthening the powers of the Public Prosecutor to appeal in the interest of the law, within a comprehensive legislative vision aimed at raising the efficiency of the judicial system and achieving more rapid, specialized and effective justice.
