Hold The Shura Council today held its twenty-ninth regular session of the work of the second year of the ninth session (via video conference), headed by the Deputy Chairman of the Council, Dr. Mishal bin Fahm Al-Sulami.
At the beginning of the session, the Council reviewed the agenda of its twenty-ninth regular session, and the items contained therein, and took the necessary decisions regarding them, as the Council issued a decision regarding what was included in the annual report of the Persons with Disabilities for the fiscal year 1446/1447 AH, in which he called on the Authority for the Care of Persons with Disabilities to coordinate with the relevant authorities; To study the training needs of people with disabilities, and to enable them to obtain jobs appropriate to their abilities.
The Council made its decision after listening to the point of view of the Human Resources and Social Development, which was read by Council Member and Chairman of the Committee Abdullah Al Tawi, regarding the members’ observations and opinions that they expressed in a previous session regarding what was included in the annual report of the Authority for the Care of Persons with Disabilities.
In its decision, the Council asked the Authority to motivate rehabilitation and care service providers to raise the level of rehabilitation services for people with disabilities; To be more comprehensive for all regions.
In the same decision, he called on the authority to coordinate with the relevant authorities; To study the adoption of a unified methodology to survey the opinions of persons with disabilities about the services provided to them; In order to enhance the integration of the disability system in various sectors.
Enhancing Economic Growth
The Council issued another decision during this session, in which it called on the Ministry of Communications and Information Technology to coordinate with the relevant authorities; To increase the proportion of local content in the digital sector; To enhance economic growth and technical independence.
The Council took its decision after listening to the point of view of the Committee on Transport, Communications and Information Technology, which was read by Council Member and Chairman of the Committee Dr. Issa Al-Otaibi, regarding the members’ observations and opinions that they expressed in a previous session regarding what was included in the annual report of the Ministry of Communications and Information Technology for the fiscal year 1446/1447 AH.
In its decision, the Council asked the Ministry of Communications and Information Technology to measure the impact of its initiatives and programs and their feasibility in Empowering national competencies; In order to achieve the localization of jobs in the communications and information technology sector.
He called on the Ministry to coordinate with the relevant authorities; To enhance the use of renewable energy in building data centers and artificial intelligence technologies.
A national framework for digital indicators
In the same decision, the Council called on the Ministry to coordinate with the relevant authorities; To study the development of a unified national framework for digital indicators for the sector within one integrated and interconnected measurement system.
He stressed in his decision that the Ministry must coordinate with the relevant authorities; To continuously update the classification of digital economic activities with regulatory competencies; In order to keep pace with market developments and enhance data accuracy.
The Council issued a decision during the session in which it called on the Alimony Fund to coordinate with the relevant authorities. To address the technical and administrative difficulties facing the beneficiaries of its services, he made his decision after listening to a response from the Council member and Chairman of the Islamic and Judicial Affairs Committee, Dr. Assem Madkhali, regarding the observations and opinions expressed by the Council members regarding what was included in the annual report of the Alimony Fund after it was presented for discussion.
In his decision, he called on the Alimony Fund to strengthen its partnerships with the relevant authorities; To conduct research and studies to contribute to achieving its goals.
Human Resources and Social Development
In another decision issued during this session, the Shura Council called on the Institute of Public Administration to coordinate with the relevant authorities; To develop mechanisms to deal with changes in the training plans of entities in advance; To ensure that other parties benefit from these opportunities in the event of postponement or cancellation.
The Council took its decision after hearing a response from the Council member and Chairman of the Human Resources and Social Development Committee, Mr. Abdullah Al Tawi, regarding the observations and opinions expressed by Council members regarding what was included in the annual report of the Institute of Public Administration for the fiscal year 1446/1447 AH after it was presented for discussion.
In its decision, it called on the Institute to develop an integrated governance framework for managing training operations, including a commitment Government agencies should follow up on the training of their employees, and disclose the level of commitment to this in their annual reports.
The Institute called for coordination with the relevant authorities; To study updating the weights of self-learning programs within career development standards, linking them to promotion and professional development paths, and developing motivational mechanisms; To increase the demand for electronic training, as well as coordination with relevant authorities to develop the needs of the platform "Enriching me" electronic, and follow its growth; In order to achieve the efficiency and quality of programs.
Government Resources System
The Council called on the Institute to coordinate with the Central Committee for Training and Scholarships for Civil Service Employees; To develop a frame of reference for administrative and leadership training; To ensure the quality of training.
In the same context, the Council issued another decision in which it called on the National Center for Government Resource Systems to coordinate with the relevant authorities to develop a unified national framework; To measure the financial and economic impact of the government resources system; In a way that supports raising the efficiency of spending and enhancing transparency.
It took its decision after listening to a response from the Council Member and Chairman of the Financial and Economic Committee, His Excellency Dr. Fahd Al-Takhaifi, regarding the Center’s annual report for the fiscal year 1446/1447 AH.
The Center called for accelerating the expansion of the application of the unified system for government resources (Etimad+), and developing innovative financial models to diversify sources of revenue, and unifying methodologies for measuring the beneficiary’s experience.
The National Center for Education E-Learning
During this session, the Council discussed the annual report of the National Center for E-Learning, where Dr. Taqwa Omar called for building an integrated framework for talent management and attracting qualitative competencies, and Dr. Lubna Al-Ajmi called for moving from "Performance measurement" to "Measure impact"
Dr. Muhammad Al-Aqeel suggested launching free digital bachelor’s programs in specializations such as Sharia and the Arabic language in partnership with universities.
The Council discussed the report of the Saudi Authority for Intellectual Property, where Engineer Khaled Al-Buraik called for the creation of a platform for the Saudi intellectual property market.
Dr. Hassan Al-Masloum called for adopting a self-financing model, while Dr. Aisha Zakri focused on the quality of local deposit data, and Dr. Issa Al-Otaibi called for a framework Regulatory for the use of protected classifiers in training artificial intelligence models.
Confining valleys for constructing dams
Among the listed topics, the Council discussed the report of the General Organization for Irrigation, where Engineer Abdulaziz Al-Maliki called for a study of counting valleys for constructing dams. Abdullah Al Tawi called for the establishment of advisory councils that include experts and farmers.
Dr. Assem Madkhali called for the expansion of modern irrigation channels, and the council concluded by discussing the report of the National Center for Sustainable Agriculture Research and Development, where Dr. Abdullah Al-Najjar called for a national program for agriculture with low water consumption.
At the end of the discussions, the relevant committees asked to be given more time to study the members’ views and return with their views in later sessions.
