The Security Council discusses the situation in Palestine and listens to the UN Coordinator and High Representative of the Peace Council in Gaza

The United Nations Resident and Humanitarian Coordinator in Palestine, Ramiz Al Akbarov, began his briefing to the Security Council by talking about the dangers throughout the occupied Palestinian territory. He said that the West Bank – including East Jerusalem – is witnessing settlement expansion and settler violence, while incitement continues to ignite tensions.
As for Gaza, “There has been a delay in implementation Security Council Resolution No. 2803“In addition to daily violence and the ongoing humanitarian crisis, the momentum that followed the ceasefire was replaced.”
It is noteworthy that Resolution No. 2803 supported US President Donald Trump’s 20-point plan to end the conflict in Gaza, which was announced on September 29, 2025.
While talks are underway on progress towards the second phase of the ceasefire, Alakbarov referred to calls “In some circles about the resumption of hostilities”. He said that this would lead to catastrophic consequences for the residents of Gaza.
He stressed the need to avoid this scenario by all means, saying: “The people of Gaza cannot bear any more war.”
Alakbarov stressed the necessity of implementing Resolution 2803, and said that all elements of the comprehensive plan are interconnected and must be fully implemented. This includes, as he said:
🔹Disarming Hamas and other armed groups,
🔹Israeli withdrawal,
🔹Deploying the stabilization force,
🔹Empowering the National Committee for Gaza Administration to assume its transitional responsibilities in coordination with the Palestinian Authority.
At the same meeting, Nickolay Mladenov, High Representative of the Peace Council in Gaza, briefed the Council on the implementation of Resolution 2803.
The resolution welcomed the establishment of the Peace Council as “a transitional administrative body with international legal personality that will establish the framework of action and coordinate financing for the redevelopment of Gaza in accordance with the comprehensive plan… until the Palestinian Authority completes its reform program in a satisfactory manner.”
