The Ruler of Ajman issues a new human resources law to enhance the efficiency of government work

His Highness Sheikh Humaid bin Rashid Al Nuaimi, Member of the Supreme Council and Ruler of Ajman, issued Law No. (4) of 2026 regarding human resources for the Ajman government, in a step that reflects the emirate’s directions towards developing the government system and enhancing the efficiency of human capital, which constitutes a qualitative leap in modernizing the government work environment, enhancing institutional efficiency, and establishing a legislative system for human resources that is more flexible, balanced, and responsive to professional and social changes. Its provisions will come into effect on September 1, 2026.


The law comes in line with the objectives of the Year of the Family by consolidating the stability of the family and enhancing its pivotal role in societal development. Its provisions apply to all civil servants in government agencies, and also apply to senior management in matters for which there is no special provision in the legislation regulating their employment affairs.


The law specifies the powers of the Human Resources Department of the Ajman Government, including reviewing and updating legislation regulating human resources and measuring its effectiveness, and following up on government agencies’ implementation of relevant policies and legislation, in addition to providing technical support and consultations to ensure the optimal application of systems and policies.
