Allocating half of the annual Emiratisation targets in the health sector to specialized jobs

The Ministry of Human Resources and Emiratisation, in coordination with the Ministry of Health and Community Protection, announced an amendment to the nature of the jobs targeted for Emiratisation in the private health sector, so that the annually determined Emiratisation rate of 2% is achieved by distributing citizen appointments equally between specialized health jobs and other skilled jobs within the health facility.
By the end of 2025, the total number of Emirati cadres working in the private health sector reached more than 8,800, of which 82% were occupied by female citizens, which indicates the attractiveness of this sector, especially for female citizens.
Private health facilities are required, like other private sector facilities that employ 50 employees or more, to achieve an annual growth rate in the nationalization of their skilled jobs by 2%, half of which is achieved during the first half of the year and the other half during the second half of the year, while the Ministry’s aforementioned announcement kept this mechanism in place for the targeted private health facilities while requiring that the nature of the jobs targeted for nationalization be equal, including skilled jobs and specialized health jobs equally.
The Assistant Undersecretary for the National Talent Empowerment Sector, Farida Al Ali, called on all concerned health facilities to evaluate their current conditions and develop clear plans to adhere to the new specific targets, especially those facilities that achieved early achievement of 1% growth in their skilled jobs according to the targets of the first half of the year 2026, by working to achieve 1% growth in the localization of their health jobs for the second half of the current year.
It also called on the concerned health facilities to offer their job vacancies in health fields, through the “Nafis” platform, and to benefit from the national competencies registered on this platform, which are distinguished by their ability to fill health jobs with high efficiency, stressing the importance of adhering to accredited health professions when appointing citizens. The Ministry of Human Resources and Emiratisation is scheduled to monitor, at the beginning of 2027, the extent of the commitment of private health facilities concerned with raising Emiratisation rates equally in their skilled and health functions, and thus apply financial contributions to non-compliant facilities.
