The Ministry of Finance announces the opening of subscription for the first program for government treasury bonds for individuals

The Ministry of Finance announced the opening of subscription to government treasury bonds for individuals, which is the first program of its kind in the UAE, in cooperation with the Central Bank of the United Arab Emirates.
The size of the issuance is 50 million dirhams, and applications will begin to be received from June 24 to 30 through approved digital channels, in a move that allows individual investors, both citizens and residents, to participate in a government investment instrument supported by the UAE government and compatible with the provisions of Islamic Sharia, with a minimum subscription amounting to 1,000 dirhams, provided that the sukuk will be listed and begin trading on Nasdaq Dubai on July 2, 2026 after completing the allocation and issuance procedures, while the maturity date for the issuance is reached. The first is two years, with an annual return of 4.30%, determined according to prevailing market conditions, with the return distributed every six months.
He confirmed Minister of State for Financial Affairs Mohammed bin Hadi Al Husseini said that opening the door to subscription for government treasury bonds to individuals constitutes an important step in consolidating the readiness of the government investment system in the UAE, by providing organized subscription paths that allow individual investors to access government products efficiently and transparently through approved channels.
He pointed out that this stage reflects the Ministry of Finance’s keenness to provide an integrated subscription experience, ensuring clarity in the investor’s journey from its inception until trading in the secondary market, explaining that making subscription available through approved digital platforms and specific banking channels contributes to simplifying participation procedures for individual investors, and provides them with a clear path to benefit from government bonds with a transparent investment framework, taking into account ease of access to these products.
He stated that the combined efforts between the Ministry of Finance, the Dubai Financial Market, Nasdaq Dubai, and the accredited receiving banks represents an effective institutional model to support the offering stages, which contributes to providing a safe and orderly experience for individual investors, and supports the readiness of the financial infrastructure to accommodate this type of government issuances.
Individual investors can participate in the subscription by obtaining an investor number for those who do not already have one, then submitting subscription applications through the approved channels and completing the required procedures, provided that the sukuk are allocated and deposited in the investors’ accounts before being listed for trading on the Nasdaq Dubai Stock Exchange.
The approved subscription channels include the Dubai Financial Market’s electronic subscription platform, the “iVestor” application, the Dubai Financial Market application, and the digital channels of the approved receiving banks.
The allocation process is scheduled to take place immediately after the end of the subscription period, provided that the sukuks will be issued on July 1, 2026, then listed and begin trading on the Nasdaq Dubai Stock Exchange on July 2, 2026, where the investor can sell his units in the secondary market after listing, through approved brokers on the stock exchange, noting that a market maker and liquidity providers will be continuously available to support trading and enhance liquidity, while any subscription surplus will be returned no later than July 7. 2026.
The program contributes to enabling individual investors to diversify their investment portfolios through a reliable government tool, within a regulated investment experience that extends from underwriting to listing and trading in the secondary market.
The Government Sukuk Program for Individuals comes within the Ministry of Finance’s efforts to expand the base of participation in government investment tools, and to provide innovative investment products available to a wider segment of society, in a way that supports the participation of individuals in the state’s financial and investment system, and consolidates the culture of saving and long-term investment.
This program is being implemented in close cooperation between the Ministry of Finance and the UAE Central Bank, with Nasdaq Dubai (as the central depository and settlement and listing platform), and Emirates NBD (as the main receiving bank), along with the participating receiving banks: Emirates Islamic, Abu Dhabi Islamic, Ajman, and Mashreq.
It is also noteworthy that the government treasury sukuk program for individuals differs from the split sukuk initiative for individuals in the investment mechanism and source of securities, as the new program is a direct subscription in the primary market for new sovereign issues with a nominal value of “100%”, and with a minimum investment of 1,000 dirhams, while the split sukuk “November 2025” is an investment through the purchase of partial shares of existing and previously issued sukuks according to prevailing market prices, with a minimum investment of 4,000.
