The health system, which was implemented compulsorily in the Emirates of Abu Dhabi and Dubai, applies to workers employed by private companies and domestic workers.
Employers must purchase the new health insurance policy, as a requirement for issuing and renewing residency. The compulsory insurance system does not apply to workers who have work residencies issued before January 1, 2024 and that are still valid, while health insurance is mandatory for this category of workers when renewing their residencies.
Khalil Al-Khoury, Undersecretary of the Ministry of Human Resources and Emiratisation for Labor Market Operations and Emiratisation, said: “The health insurance system comes within the framework of the state’s keenness to complete the protection system for all workers in the labor market and support the provision of a decent life for them by providing a comprehensive health system characterized by quality and providing therapeutic services to workers in the private sector.” And auxiliary workers, which is considered a great success added to the process of successes witnessed by the labor market in the country within a comprehensive vision to expand the umbrella of the integrated human rights and social protection system that includes the workers’ protection system and the unemployment insurance system. Basic health insurance package
The insurance package developed through the “Care-Dubai Care Network” is characterized by an appropriate competitive price and a nominal treatment cost that will reduce the financial burden on employers, especially since the insurance value is much less than their bearing of the costs of treating their employees, which reduces operational costs. It targets workers in private sector establishments and domestic workers.
The document lasts for two years, and the value of the document can be refunded for the second year if the residency is cancelled.
The cost of the basic insurance package is 320 dirhams per year without a waiting period for the worker in the event he falls ill with a chronic disease, and for the age group from one to 64 years, and if he is over this age, he must fill out the medical disclosure form and attach recent medical reports.
This package covers treatment expenses with a 20% deductible for health care for inpatients (those who are admitted to the hospital to receive medical treatment or undergo surgery), where the insured pays a maximum amount of up to 500 dirhams per visit and an annual maximum of 1000 dirhams, which includes medications. Above these limits, the insurance company will cover 100% of the treatment costs.
As for outpatient patients (those who do not require hospital stay and include medical visits, diagnostic tests, and simple operations), the tolerance rate is 25%. The insured pays a maximum of 100 dirhams for each visit, and there is no deductible if the follow-up visit takes place within seven days for the same disease. The deductible rate is 30%, covered up to 1,500 dirhams annually for medications.
The network covers 7 hospitals, 46 clinics and medical centers, and 45 pharmacies, and dependents who are members of the worker’s family can benefit from the same benefits and prices for the product in accordance with the provisions of the insurance policy.
