المملكة: “Municipalities and Housing” sets new requirements for transportation rental offices
As well as helping those wishing to invest in this field, addressing the challenges of traffic congestion and vehicle parking, and raising the standard of compliance to address manifestations of visual distortion.
Space and equipment
The Ministry stipulated in the regulations that it presented via the “Reconnaissance” platform that the vehicle rental office be located in an existing building, on a commercial street, with a minimum parking space of 15 square meters per car, or a shelter center contract, with an area of no less than 18 square meters inside commercial buildings and 7 square meters inside business incubators.
The regulations stipulate that the office for renting other means of transportation must be at least 18 square meters in a street designated for commercial use. As for the office, kiosk, or counter for renting vehicles, it must be located in recreational, tourist, medical, educational, sports, and similar facilities, with a minimum area of 6 square meters.
The Ministry pointed out that a “counter” must be provided for reception and waiting seats for beneficiaries, and the distance between the office entrance and the reception counter must not be less than two meters for the entire front of the office in the event that there is no designated area for parking a vehicle inside the office.
Electrical conditions and maintenance
It was obligated to implement the requirements of the Saudi Building Code, which include structural, electrical, and mechanical requirements, ventilation and air conditioning requirements, health requirements, and energy conservation.
Vehicle maintenance work is limited to light vehicle maintenance, such as changing tires, batteries, oil, and consumable parts, or maintaining electricity and repairing the facility’s air conditioners, and it is prohibited to provide maintenance services to others.
She stressed that the minimum building components should be a reception desk, places to wait for beneficiaries, places to store equipment and hygiene tools, and at least one bathroom. The width of the entrance and exit of the shelter center must not be less than 3.5 metres, and in the case of using one entrance and exit “Shared”, its width should not be less than 6.00 m.
It stipulates that the height of the walls should not be less than 2.50 metres, that they be solid towards the residential neighborhood and no openings are allowed in them, and that the area of the washing area should not exceed 30 square meters and the maintenance area should not exceed 30 square meters or 10% of the total area of the site, and a commitment to provide a container to collect used oils and spare parts. And damaged tires, in accordance with the requirements of the National Waste Management Center.
Surveillance cameras and licenses
She stressed the installation of security cameras, the provision of electronic payment requirements, adherence to the requirements and instructions issued by the National Waste Management Center and the competent authority, and the requirements for general cleanliness and maintenance of floors, lighting, walls, air conditioning devices, and service extensions.
The Ministry obligated the licensee to obtain a municipal license before starting operating work, and to adhere to all operational requirements set by the supervising authority.
It is prohibited to practice an activity that is contrary to what was licensed, or to practice the activity after the expiration of the license, or to practice any additional activity not included in the license, or to practice the activity outside the boundaries of the market or licensed place, or to use public sidewalks or regression areas.
Rental cars are allowed to be parked inside the office if there is space that allows this, taking into account security and safety requirements. They must also be in an area separate from the visitor reception area.
