Mohammed bin Rashid issues a decree establishing "Dubai Resilience Centre"

DUBAI, 23 December / WAM / His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister, may God protect him, in his capacity as Ruler of the Emirate of Dubai, issued Decree No. (48) of 2024, establishing the “Dubai Resilience Centre”, as a public institution. It has the legal personality and legal capacity necessary to carry out work and actions that ensure the achievement of its objectives, and the center is affiliated with the Supreme Committee for Emergency, Crisis and Disaster Management in Dubai.
The decree detailed the centre’s objectives, foremost of which is making Dubai the most flexible city in dealing with various risks, emergencies, crises and disasters, confirming its ability to take the necessary measures to prevent and respond to any of them, while ensuring the speed of recovery from their effects if they occur, and coordinating and directing joint efforts to confront any of these events efficiently. Effectively, and support the efforts of the Supreme Committee in this regard.
The decree stated the functions of the Dubai Resilience Center, the most important of which are: preparing and developing the resilience plan, supporting policies, strategic plans, and the general framework for resilience in the Emirate of Dubai in coordination with the Executive Committee of the Supreme Committee for Emergency, Crisis and Disaster Management and the relevant authorities in Dubai and submitting it to the Supreme Committee for approval by the Executive Council of the Emirate for approval. In addition to the center’s competence to measure performance indicators and the level of progress in implementing approved plans and programmes, and submit periodic reports thereon to the Supreme Committee.
The center is also concerned with managing the central operations platform, conducting the necessary electronic connectivity with the relevant authorities in Dubai, in a way that enables it to achieve its goals, and concluding partnerships and cooperation agreements with local, regional and international bodies specialized in the field of the center’s work in a way that supports its objectives. The center is also specialized in collecting and analyzing data. From the concerned authorities, with the aim of preparing future studies and forecasts in preparation for developing the necessary plans and scenarios to address the events, which the decree defined as threats, risks, emergencies, crises, or disasters, and ways to respond. The Center also proposes and implements initiatives and programs aimed at increasing awareness of the importance and method of dealing with such situations.
The center is also specialized in preparing exercises and scenarios related to dealing with such events and the necessary plans for their implementation, in addition to documenting the results of these exercises, scenarios and lessons learned from them, and submitting them to the Supreme Committee for approval.
The decree clarified the components of the executive body of the Dubai Resilience Center, headed by the Executive Director, as it included the mechanism for his appointment, which shall be by a decision of His Highness the Chairman of the Executive Council of the Emirate of Dubai. The decree also clarified the powers of the Executive Director, most notably proposing general policies and strategic and development plans for the center in accordance with the strategic plans. Approved for the emirate and submitted to the Supreme Committee for Emergency, Crisis and Disaster Management in Dubai for approval, as well as following up on the implementation of the Centre’s general policy and the decisions and recommendations issued by the Supreme Committee, as well as setting performance indicators and targets. Measuring progress in implementing plans and programs and developing improvement plans in light of the results achieved in coordination with the relevant authorities in the Emirate of Dubai.
Decree No. (48) of 2024 obligated all governmental and non-governmental agencies in Dubai to fully cooperate with the Center and provide it with the necessary support, and provide it with the data, information, documents, statistics and studies that it requests, and which it deems necessary to enable it to carry out the tasks assigned to it under this decree, the decisions issued pursuant to it, and the applicable legislation. In the Emirate of Dubai.
His Highness the Chairman of the Supreme Committee for Emergency, Crisis and Disaster Management shall issue the necessary decisions to implement the provisions of this decree, and any text in any other legislation shall be repealed to the extent that it conflicts with its provisions. The decree shall be effective from the date of its issuance and published in the Official Gazette.
