2 – Temporary suspension of air activity (for military and reconnaissance purposes) in the Gaza Strip for a period of 10 hours. Daily, and 12 hours on the days of the release of abductees and prisoners.

3 – The return of the displaced to their areas of residence, and withdrawal from the Gaza Valley (Netzarim axis and Kuwait Square).

 4- Exchange of hostages and prisoners between Both sides.

5 – Scheduling the exchange of kidnapped persons and prisoners between the two parties as a first stage.

6 – Exchange of kidnapped persons and prisoners in the aforementioned first stage. The above will not be considered a basis for the exchange standards in the second phase.

7- No later than the sixteenth day, indirect negotiations shall begin between the two parties regarding agreement on the terms of implementation of the second phase of this agreement, including those related to the exchange standards. Prisoners between the two sides (soldiers and others), and agreements must be reached on this subject before the end of the fifth week of this stage.

8- The United Nations, its agencies and other international organizations continue their work in providing humanitarian services in all areas of the Gaza Strip. It will continue to do so throughout the stages The agreement.

 9- Begin rehabilitating the infrastructure (electricity, water, sewage, communications, and roads) in all areas of the Gaza Strip, introducing the necessary equipment for civil defense, and removing the rubble, and this will continue during all stages of the agreement.

10- Introducing the necessary supplies to establish shelters for displaced people who lost their homes during the war. At least 60,000 temporary housing units – caravans – And 200,000 tents.

11- After the release of all Israeli soldiers, the number of wounded soldiers who will be transferred for medical treatment through the Rafah crossing will be increased, the number of sick and wounded who will be allowed to cross will be increased, and restrictions on the movement of goods will be removed. And trade.

12- Begin implementing the necessary arrangements and plans to reconstruct homes, civilian buildings, and infrastructure destroyed as a result of the war and compensate those affected, under the supervision of a number of countries and organizations, including Egypt, Qatar and the United Nations.

13- All measures in this phase, including the temporary cessation of military operations on both sides, relief and shelter efforts, withdrawal of forces, etc., will continue during the second phase as negotiations continue on the terms of the phase. The second and its implementation.

14- Announcing a return to sustainable calm (a permanent cessation of military operations and all hostile activities) that will enter into force before the start of the exchange of abductees and prisoners between the two parties – all remaining living Israeli men (civilians and soldiers) – in exchange for An agreed upon number of prisoners in Israeli prisons and detention centers, and the complete withdrawal of Israeli forces from the Gaza Strip.

15-  Bodies and remains of the dead will be exchanged between the two parties after they are found and identified.

16- Implementing the reconstruction plan for the Gaza Strip over a period of 3 to 5 years, including homes, civilian buildings, and civilian infrastructure, and compensating all those affected, under the supervision of a number of countries and organizations, including Egypt. Qatar and the United Nations.

17- Opening the crossings and allowing the movement of people and goods.
