While the campaign comes from the role of the Ministry to enhance the culture of giving and organized humanitarian work, especially since the UAE is an Arab and international incubator and platform for charitable and humanitarian work, which reflects our moral and societal values.

The Ministry urges donors from all members of society and institutions, the importance of adhering to the provisions of Federal Law No. (3) of 2021 regarding the regulation of donations, which constitutes a safe and stimulating framework for humanitarian and societal giving, and aims to organize donations and protect the funds of donors, and to ensure that it reaches and protects them From exploitation, especially with the growing charitable work sector in the country.

Legal permit

The Ministry indicated that the law stipulates the necessity of the authorities wishing to collect donations, the necessary permits from the competent authorities, which are represented by the “Ministry of Community Empowerment, and the local competent authorities in each emirate”, and that the funds be collected through officially licensed charities, especially The UAE adopts strict legislation and regulations, ensuring that donations reach its beneficiaries, such as “laws of anti -money laundering and terrorist financing”, which they supervise. The competent authorities, so that donations are not allowed except through the licensed authorities, which reduces the risk of exploiting charitable works for unknown purposes.

The Ministry called on all members of the community to report any illegal donation campaigns, or any practices or channels suspected of receiving donations unofficial, whether through websites or social media, and reporting them through the communication center 800623, in order to ensure that donations do not reach any A party is not licensed, and its spending in other than the humanitarian and charitable deeds allocated to it.

Mechanism to obtain a permit

The donation regulation law has set up a mechanism to obtain a permit to collect donations, where institutions wishing to collect donations must obtain a prior permit from the competent authorities, according to clear procedures that include identifying the donation collection authority, and that it be a charity or an accredited institution, in addition to Mention the purpose of collecting donations clearly, with an indication of the aspects Collecting, identifying the means used to raise funds, whether through traditional or digital campaigns, disclosure of the donation campaign, and the percentage of operational and administrative expenses interrupted in favor of the charity organizing the campaign.

Various means
The law identified the means of collecting donations, whether they are “cash, in -kind, or digital”, which include paid funds and coupons, cash donations against receipts, short text messages, parties, exhibitions and auctions, charitable events, in addition to monthly deductions of personal accounts, and bank accounts For collecting donations, various marketing and promotional offers, and the accompanying donation request, The ATMs for licensed banks in the state, as well as the digital platforms adopted by the competent authority to collect donations, social media, and direct deposits in bank accounts.

With regard to food or pharmaceutical donations, the law allows the collection of this type of donation, taking into account that they do not violate the specific specifications, and donations can be provided between family members or one neighborhood to support relatives, friends and eligible people, donating clothes and money for licensed charities, and distributing Ramadan breakfast meals In mosques, neighborhoods, etc., while donors in this regard must not (Uphad) specific restaurants and kitchens, to distribute breakfast meals to fasting people, and obey unlicensed or unreliable campaigns to collect donations, or interact with these campaigns through social media.

Community awareness
With regard to donation via social media, it is completely prohibited for “individuals” to launch campaigns to collect donations, without obtaining an official license and permit, in order to avoid exploitation or directing money to unknown or illegal bodies, where the decree tightens the Federal Law No. (34) for a year 2021, regarding combating rumors and cybercrime, provided that collecting money without a license, electronic begging, and publishing campaigns Fake online donation is one of the crimes punishable by imprisonment and fines.
