The begging is an illegal activity that some practice in the month of Ramadan, specifically, as a kind of exploitation of religious traditions, to earn societal sympathy, and collect the largest amount of money, as groups with the approaching month of Ramadan each year employ women and children from some nationalities, to beg for citizens, and their sympathy with the aim of obtaining the money of their charity and jokes, while the police and judicial authorities in the state repeat their calls to the importance of everyone For all forms of begging, which include begging in roads and markets, and electronic begging through information technology and social media platforms, with the aim of sympathy for users to obtain material and in -kind benefits.

Seasonal phenomenon

Citizens and residents of different social backgrounds emphasized that this phenomenon is not new to society, but it increases with the advent of the month of Ramadan, as it is the month of goodness and charity, where beggars spread in the streets and markets, and in the vicinity of mosques and hospitals, and the matter came to many of them to enter the buildings and roads on the doors of homes, and to begging and lying, and recounting some human stories in order to raise emotions in order to gain money. People to give this month.

Mohamed Riad, an employee of a government agency, said: “Many of those who begged to have money, and they have fortunes, so be careful not to give them money, and make sure to pay alms and zakat in zakat banks and official bodies,” noting the need to tighten the sanctions on those who occupy begging, and organize continuous security campaigns on the areas of the spread of beggars, in addition to intensifying community awareness with tricks and deception Begging, especially as they change their methods, and electronic begging has become one of the most prominent forms of begging. ”

While Ibrahim Adel, a bank employee, pointed out that the needy people are always enlarged, and do not go out to the roads to beg, unlike those who ask for money and pretend to need and he is not in need, and depends on manipulating the emotions of people, exploiting religious feelings, to extort them emotionally, and take their money unlawfully, pointing out that some beggars are found in banks to follow the customers, and to choose who are in it Good, as soon as he left him, they stopped before entering his car, and they are asking for help with different arguments.

Children’s exploitation

While the social worker, Nawal Khalifa, indicated that the phenomenon of women who take advantage of their children in begging is active in the month of Ramadan, because it is related to the meanings of spending and mercy. She indicated that these children who are pushed by their relatives to begging are exposed to many health, psychological and social risks, including anxiety, hatred for society and nervousness, with their feeling of insecurity.

Her colleague, Hamda Al -Balushi, supported her, noting that the increase in the number of beggars was caused by the exploitation of the spirituality of the holy month, as the beggars play the strings of the religious emotion of the fasting people, and the exploitation of the majority’s keenness to increase the alms, pointing out that in light of the multinationals in one region, and the lack of people knowing the real poor who deserve help, sympathize with the beggars and believe them.

Global phenomenon

While the psychologist, Ahmed Al -Sayed, said: “Begging is a global phenomenon that is not limited to a specific country or a region, but is spread in the poor and rich countries of the world, and currently begging is a craft that some people occupy, whether they are in need or not in need, and they master their performance to bring compassion and kindness from others, and therefore the beggar is a disrupted and unproductive force, which affects the total performance of society, as the child’s insult to begging He affects his personality and future, as he loses his dignity over time, and becomes unable to build an independent personality and master different skills that help him live positively in life. ”

He stressed that «the seasonal begging is a phenomenon spread in the countries of the whole world, it has specific dates, times and places, whether in front of hospitals or on the doors of places of worship, and markets, and is active in all Arab countries in the seasons of Ramadan and holidays. He deserved it, in addition to the personality of the beggar not together, and closer to the commission of crimes.

Negative

Citizens and residents unanimously agreed that begging is a “dangerous problem”, because of its negative societal repercussions, most notably giving a negative image of specific nationalities, in addition to increasing the percentage of non -normal children who intend to society, noting that the elimination of this phenomenon is not only through security solutions, as police authorities are making tremendous efforts to confront any illegal phenomenon, including the begging that is devoted to teams To combat it, but the radical solution requires a comprehensive societal awareness, so that all groups of society realize the importance of paying alms and zakat in the competent authorities, to ensure that they reach their beneficiaries, and that sympathy for the beggars contributes to encouraging fraudsters and the lack of charity to its beneficiaries.

Psychological reasons

For his part, a consultant psychiatrist in the medical city of Burjil in Abu Dhabi, Dr. Mahmoud Najm, confirmed the existence of a “pragmatic” link between Ramadan and the increase of begging, where people tend to take out alms in Ramadan, as the month is characterized by human feelings related to the desire to help and solidarity, and thus the beggar feels, through the direct “pragmatic” link, that the period of the month of Ramadan is the largest season for it, so he intensifies his activity.

Najm said: «Not every beggar has a psychological disorder, but many of them have psychological disorders, as there are three psychological reasons behind the beggar, the first of which is the person with personal disorders hostile to society, and its symptoms are the person’s rejection of society and his system, and the anti -class or individuals are affordable, or a feeling of injustice, and results in defrauding teachings and customs, such as unwillingness to work To request aid. ”

He added: «The second reason is the infection of severe mood depression, which leads to a decline in the activity of the individual, the inability to produce effectively or think positively, and this leads him gradually to rely on charitable institutions, or some of the people close to it, and with the habit of practicing this type of social solidarity, the matter develops to this person expanding the sources of support, until the moment when society is considered as a whole, and begins in traditional begging. The third reason is addiction of all kinds, as begging between addicts begins by supporting some of them in obtaining the dose, to expand the request for support, after the addict loses his work and his family, and begins to seek help from the broader circle for his acquaintances, until he ends up being begging from anyone.

Sharia banks

For his part, the family counselor, Professor of Islamic Culture, Dr. Saif Al -Jabri, advised the citizens not to give any beggar money, because God Almighty has determined the beneficiaries that they are unable to hit the earth, because their health and their bodies are weak, and they suffer from diseases, and they do not ask people as a calf, and they cannot work, so we go to them and give them, but those who begged in the streets are professional, In his noble book: “As for the liquid, do not be upset.”

He said: «With the advent of the blessed month of Ramadan, various forms of begging and searching for money appear, so money should not be given to those who are not entitled to it, verify the liquid, and not be emotional, and that we search for the needy of our relatives and those around us, who we know and know their conditions and their need, or charity and zakat through the official authorities, especially since the forms of begging in the development and innovation are continuous. Some violators of the state laws have specific seasons and working hours, and beggars are organized among them, whether in the distribution or spread of tasks in certain areas, and the division of returns between them.

Causes

For his part, the lawyer, Salem Mohamed Obaid Al -Naqbi, said: “In the heart of the vibrant Emirati society and originality, the phenomenon of begging floats on the surface as one of the challenges that require standing with it, especially since government initiatives are continuing to confront them, the most recent of which is the campaign to fight begging aimed at directing donations to those who deserve it, so what we miss is the standing of all society in front of this phenomenon to unify efforts towards eliminating it.” Begging is an old, renewed phenomenon, which overlooks its head from time to time in society, taking many ways to spread, until it became as if it was an organized crime, carried out by groups and networks that exploit the generosity of people and their pursuit of charity, especially in the blessed month of Ramadan.

Punishment

Al -Naqbi indicated that the law stands firmly in front of that phenomenon, so the decree of a federal law No. (31) of 2021 to issue the Crime and Penalties Law “The perpetrator of the single begging is punished with imprisonment for a period not exceeding three months and a fine of no less than 5,000 dirhams, and everyone who managed the crime of organized begging and brought people from abroad to use them in committing them, by imprisonment for a period of no less than six months And the fine of no less than 100 thousand dirhams.

He said that the Anti -begging Law aims to preserve the civilizational image of society, protect society from the crimes associated with begging, combat the begging and organized begging crimes, and prevent them. He indicated that the Public Prosecution may refer the accused in the crime of begging to the Ministry of Community Development or the local authority competent to work on socially sponsor or rehabilitate him to work, if the provisions of social security are available against him.

Awareness

He stressed that the educational, educational and media institutions play a crucial role in establishing the rules of social awareness of the seriousness of this phenomenon, and emphasizing the importance of building social safety networks that protect individuals from falling into the trap of begging, as well as teaching children the harm of this phenomenon, as well as defining special channels and numbers for all members of society to report beggars, so that we can eliminate this phenomenon.


Donation

The lawyer, Hadiya Hammad, confirmed that it is not permissible in any way to collect any donations except with an official license, and through the competent authorities, otherwise the person or the authority that collects donations is confronted with the penalty of imprisonment and a fine of up to 500 thousand dirhams, noting that the penalty for begging in Emirati law is imprisonment for a period of up to three months and a fine of up to 3000 dirhams, and in the event of return again, it reaches the imprisonment of six months and a fine of 10 thousand dirhams Not to donate or help except through the official and licensed authorities from the state, such as the “Red Crescent” and “Endowments”, and other licensed and well -known bodies within the state, and reporting any institution or person who collects donations without a license.
