Hamdan bin Mohammed issues a decision to organize the practice of free zones facilities for their activities inside Dubai

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defense, in his capacity as Chairman of the Executive Council of the Emirate of Dubai, issued Decision of Executive Council No. 11 of 2025 regarding the organization of practicing free zones facilities for its activities within the Emirate of Dubai, whose provisions are applied to the facilities that wish to carry out their activities outside the free zone, and the specialized financial facilities are excluded from to work in the center World Financial Dubai. This decision comes in line with the goals of the Dubai Economic Agency D33 aimed at doubling the size of the emirate’s economy within ten years and consolidating its position as one of the 3 best economic cities in the world.
It also reflects the remarkable progress in developing the business environment in the emirate by providing the way for the facilities of the free zones to expand its business, which is compatible with the ambitious Dubai economic agenda in building a dynamic business system that is in line with the wise vision of the wise leadership to upgrade the level of competitive advantages and improve the efficiency of local and global business companies in the city, as well as enhance the continuous efforts to simplify the procedures for doing business in Dubai And the development of facilitated organizational regulations in terms of business integration between free zones and mainland.
The new decision emphasizes the commitment of the Emirate of Dubai to support and develop business by increasing economic activity and creating new job opportunities based on innovation, which makes it a leading global destination for business and investment and embracing and adopting pioneering business projects to ensure sustainable economic development.
The decision states that the establishments represented by companies and institutions licensed to work within the free zones from the licensing authority concerned with law supervising the free zone, and licensing the facilities operating within them, to carry out their activities outside the free zone and inside the Emirate of Dubai, provided that they obtain any of the licenses or permits from the Department of Economy and Tourism in Dubai, and the facility that is licensed or authorized to work outside the free zone must Inside the Emirate of Dubai, the regulations stipulated in the federal and local legislation related to the activity that you wish to practice, and the preparation of financial records for its activities that are practicing it inside the Emirate of Dubai, independently of the financial records of its activities that are practicing it within the free zone, in addition to obtaining the licenses and permits necessary to carry out activities from the authorities concerned with these activities, according to the legislations that are practiced It has these bodies.
According to the decision, the Dubai Department of Economy and Tourism may allow the facility to carry out its activities outside the free zone and inside the Emirate of Dubai, by issuing a license to establish a branch of the facility within the emirate, and issuing a license to establish a branch of the facility that is based in the free zone, provided that the duration of these licenses is one year that is subject to similar periods, and the decision authorized the decision to the Department of Economy and Tourism in Dubai to issue a permit for the facility Some activities within the emirate, provided that the duration of this permit does not exceed 6 months.
The decision included the requirements for issuing a license to establish a branch of the facility within the Emirate of Dubai, a license to establish a branch of the facility, which is based in the free zone, and the procedures and mechanisms of issuing a permit to practice the activity.
The decision stipulated that the Department of Economy and Tourism in Dubai, in coordination with the Licensing Authority, issued a period not exceeding six months from the date of the implementation of this decision, a list of economic activities that the facility may practice within the Emirate of Dubai, according to whether it is practicing these activities under the license to establish a branch within the emirate or a license to establish a branch based in the free zone or a permit to carry out some activities.
The decision stipulated that the licensed or declared facility submit to it to carry out its activities within the emirate in accordance with the provisions of this decision to control and inspect it in accordance with the federal and local legislation related to its activities, and according to the procedures agreed upon between the Department of Economy and Tourism in Dubai and the authorization of the license.
According to the decision, all facilities that carry out their activities outside the free zone and inside the Emirate of Dubai, at the time of the implementation of this decision, must reconcile their conditions in accordance with its provisions, within one year of the date of its implementation, and the Director General of the Department of Economy and Tourism in the Emirate of Dubai may extend this deadline for a similar period when necessary.
