This came during the honoring of the winners of the Hamdan bin Mohammed government services program for the year 2024 organized by the “Dubai Model Center” of the General Secretariat of the Executive Council of the Emirate of Dubai, in the presence of His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, the second deputy governor of Dubai, Vice President of the Executive Council, and His Highness Sheikh Ahmed bin Saeed
Al Maktoum, Chairman of the Dubai Civil Aviation Authority, Vice -Chairman of the Executive Council, and Her Highness Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Head of the Culture and Arts Authority in Dubai, to announce the winner of the “Raya of Hamdan”, and honor the best government initiatives and experiences that have achieved tangible results within the second stage of the application of “360 services”, which represents the strategic framework for improving government services in Dubai in terms of leadership and excellence over many of the best Global practices in the various stages of providing service.
The first and second phases of the 360 service policy achieved qualitative results and a prominent tangible impact. Among those results are to achieve direct financial savings for customers worth 2.3 billion dirhams, financial savings for government agencies with a total value of 1.6 billion dirhams, and the rate of customer confidence in the improvement efforts to 90%, reduce waiting time by 93%, reducing the number of visits by 93%, reducing requirements by a rate 63%.
The General Administration of Identity and Foreign Affairs – Dubai won the title of “Raya Hamdan” holder for the year 2024 for its efforts in achieving the highest results in implementing the 360 service policy.
Nine government agencies out of 27 participating entities competed to win the flag, namely the Dubai Electricity and Water Authority, the Community Development Authority, the Roads and Transport Authority, the General Administration of Identity and Foreign Affairs – Dubai, Dubai Municipality, the Dubai Police General Command, the Department of Economy and Tourism, Dubai Customs, and the Mohammed bin Rashid Housing Corporation.
The Electronic Commerce initiative across the border from Dubai Customs was honored with the “Best Pioneering Initiative” award, for its role in enhancing the quality of services through innovative solutions that contribute to raising efficiency and achieving a tangible impact of customers.
The “E -Border Commerce” initiative establishes the position of Dubai is a digital city and a global destination for e -commerce, through immediate and proactive customs clearance services, which contributes to promoting providing an advanced e -shopping experience.
The list of candidate initiatives included “Smart Housing” from the Mohammed bin Rashid Housing Foundation, “Plus Producers” from Dubai Municipality, “Dubai Empowerment” from the Community Development Authority in Dubai, “Drivers License” from the Dubai Electricity and Water Authority, “Electronic Trade across the border” from Dubai Customs, “Digital Temporary Division” from Dubai Chambers, “Smart Travel” from the General Administration of Identity and Foreigners Affairs – Dubai, in addition to The “Ease of Business” initiative from the Economy and Tourism Circle.
As for the “Best Digital City Experience” award led by the Dubai Digital Authority, it went to the Dubai Police General Command for the Drinking Experience of Death Procedures for Citizens – First Stage “Best God Almighty”, for its success in leading an integrated digital experience linking the authorities and services within a unified digital system based on the needs of citizens, with the supportive authorities, which are the Dubai Electricity and Water Authority, Dubai Municipality, Dubai Health Authority, Community Development Authority, Roads and Communications Authority, Driving, Command, The General Civil Defense in Dubai, the Ministry of Health and Community Protection, and work on the second stage to include all groups of society.
The list of candidate experiments included obtaining land and exchange of grants led by the Mohammed bin Rashid Housing Foundation, the experience of driving an electric vehicle led by the Electricity and Water Authority in Dubai, the experience of digitizing the procedures for deaths led by Dubai Police, and the experience of driving a vehicle led by the Roads and Transport Authority.
The Roads and Transport Authority was honored for achieving the best result in the confidence of customers with the improvement efforts made by the authority, for the second year in a row, which enhances society’s confidence in government services, its superiority and leadership.
The results of the second phase of the application of “360 services” policy reflected a tangible development in the quality of government services, after it witnessed the redesign and development of 579 government services through complementary work teams that included 27 government agencies, and these efforts resulted in qualitative results.
The qualified initiatives this year emphasized that the leadership of government services is not only measured by the size of the completion, but also the ability of the entity to bring about a real transformation in the customer’s experience, by moving from the stage of “providing the service” to “anticipating the need”.
These initiatives constituted a practical embodiment of Dubai’s vision that the city is the fastest response, and the most integrated in providing smart and interconnected government services that interact in an immediate and continuous manner with the needs of society.
These initiatives reflected an institutional commitment in Dubai to see the development of services according to the 360 -service policy, by harnessing advanced digital tools and enhancing integration between government agencies, which proved that leadership has become a fundamental standard in the government work system, and a starting point for designing services that contribute to improving the quality of life and enhancing the competitiveness of the emirate globally.
The “Hamdan Bin Mohammed Program for Governmental Services” was approved in choosing the winners, an integrated evaluation system implemented by specialized teams with the participation of international experts, and focused on five main criteria: the real impact, the approach of one government, creativity and innovation, a culture of providing service, and the sustainability of results.
The evaluation focused on the extent of the commitment of the qualified bodies to the 360 services policy targets, and their ability to transform the strategic vision into measurable results, by developing interconnected and proactive services built on the customer.
The readiness of the authorities has also been evaluated to continue to achieve these results and expand their scope in the future, ensuring a long -term impact.
Out of the fact that the customer is the primary axis in developing services, the “Hamdan bin Mohammed Program for Governmental Services” has opened the way for dealers who benefited from services to assess the improvement efforts and contribute to voting on the most entitled party to win the “Raya of Hamdan”, which established the culture of improvement based on the voice of the customer, and activated the participation of society in formulating the features of government experience.

Through the application of “360 Services” policy, the program seeks to reach 100% of the proactive and automated services, 90% of integrated services, and 90% of the services provided without the need for personal attendance.
