“Community empowerment” reviews its new vision and reveals 3 strategic goals to transform from development to the empowerment model

The Ministry of Community Empowerment announced a comprehensive transformation strategy that reformulates the social work system in the UAE, during a media meeting that hosted it at the headquarters of the influencers in the Emirates towers in Dubai in the presence of His Excellency Shamma Bint Suhail Al Mazrouei, Minister of Community Empowerment, Ministry agents, and media representatives.
This transformation represents a qualitative shift from the traditional development model to the sustainable empowerment model, inspired by the legacy of the late Sheikh Zayed bin Sultan Al Nahyan, may God rest his soul, who put the human being at the core of development since the establishment of the first ministry for social affairs in 1972, to establish the UAE’s position as a global pioneer in social development.
Shamma bint Suhail Al Mazrouei, Minister of Community Empowerment, stressed: “We are walking in the Ministry of Community Empowerment in the footsteps of the late Sheikh Zayed bin Sultan Al Nahyan, may God rest his soul, who taught us that building a person is the true wealth and the solid basis for the renaissance of nations. And consolidating the values of shared responsibility and interdependence among all members of society. “
“Through social support programs and dedicated rehabilitation paths, we seek to improve the livelihoods of community members, enhance the quality of their lives, and enable them to be productive forces that contribute to building a prosperous future. We are also working to enable the institutions of the third sector to become an active partner in achieving national priorities, through a supportive system that provides the regulatory frameworks and resources necessary to expand their development impact. Al -Mazrouei said: “It strengthens belonging and implants the spirit of giving, to encourage everyone to contribute to enhancing societal interdependence and collective growth. With the directives of our wise leadership, we are committed to achieving the vision of“ We Emirates 2031 ”, to build a powerful society that embraces everyone, transforms challenges into opportunities, and draws a new horizon for sustainable development, inspired by the legacy of Zayed Al -Khair in making the human axis.
An ambitious vision to launch the energies of society
The Ministry’s strategic vision is based on the concept of “empowerment triangle” that seeks to launch the energies of individuals, activate the third sector, and enhance the cohesion of society, as the Ministry seeks to achieve ambitious strategic goals that include empowering ten thousand families by 2030 to achieve financial and productive independence, and increase the contribution of the public benefit associations sector (the third sector) by 50% in development projects by 2030.
The Ministry is also keen to raise the number of volunteers to a million on the national platform for volunteering by 2031, and to maintain the first position regionally and the seventh globally in the social cohesion index of the Organization of Economic Cooperation. These goals reflect the UAE’s commitment to the position of man at the heart of the development process.
The action plan includes specific programs to achieve these goals. In the field of empowering individuals, the social support program provides a comprehensive umbrella of financial and in -kind support for limited income families with periodic follow -up, while the “Tamkeen” program designs rehabilitation paths for thousands of beneficiaries annually to develop their skills and integrate them into the labor market.
The strategy translates the state’s directions towards sustainable development through strategic priorities that branch into nine major axes, including supporting a decent and sustainable life, enabling individuals for self -reliance, using smart solutions based on data, establishing a system of support for third sector institutions, improving resource use, enhancing transparency and accountability, as well as implanting a culture of giving and building a coherent and homogeneous society.
To assess the effectiveness of the strategy, the Ministry has developed major performance indicators that include rates of social support coverage, the improvement of the annual income of the beneficiaries, the rate of improvement in the educational level of children, the increase in the contribution of the third sector to the local product, and the high indicators of social cohesion and giving in society.
The new strategy represents an integrated national road map that translates the vision of rational leadership towards building a coherent, collaborative society, capable of contributing to the state’s progress and sustainability of its gains.
971 project of 100 million dirhams
The “971 community” project has achieved an economic return of 100 million dirhams for about 986 families by supporting home entrepreneurship, and this axis is completed with integrated social research that analyzes the needs of beneficiaries economically, socially and psychologically. In the field of activating the third sector, the unified platform facilitates the registration and management of eight hundred and forty general benefit institutions, achieving 50% reduction in the bureaucratic procedures and the abbreviation of transactions thirty days, while the national registry unites the eighty -eight percent of these institutions to enhance transparency.
Social impact accelerators provide funding and training for hundreds of institutions annually to expand their development impact. As for the promotion of society’s values, the national platform for volunteering has absorbed six hundred and thirty thousand volunteers, with plans to reach a million by 2031, while the donation system collected one and a half billion dirhams to support development projects, and the ministry organizes dozens of community forums annually to enhance interconnection, and seventy worship and three prayer rooms are provided to non -Muslims to establish tolerance and coexistence.
Prominent achievements
The Ministry has recorded prominent achievements represented in supporting 3847 families to move to productivity and integration in the labor market, unifying data of 88% from 842 public benefit institutions while reducing the duration of transactions for thirty days, registering 630 thousand volunteers, and collecting one and a half billion dirhams donations to support societal development, in addition to achieving the first position regionally and the seventh globally in the social cohesion index.
Axes of the new strategy and its goals
In the context of its vision to build an empowered society whose members actively participate in the development process, the Ministry of Community Empowerment launched a comprehensive national strategy aimed at enhancing societal cohesion and activating the role of the third sector, and enabling individuals to contribute to building a prosperous future for the homeland. This strategy is one of the main pillars in the country’s social work system, as it revolves around three interconnected strategic goals that include: empowering individuals, enhancing the impact of the third sector, and consolidating the values of belonging and giving.
Support individuals and families through a comprehensive system
The first goal is based on the support of individuals and families through a comprehensive system of programs, including financial support, professional rehabilitation, and entrepreneurship programs, in a manner that guarantees their financial independence and quality of their lives. This includes pivotal initiatives such as the “Social Support Program” and “Energy Economy Program”, as well as “Entrepreneurship Program”, which provides innovative financing solutions and opportunities to establish small projects.
Enhancing the efficiency of the third sector institutions
As for the second goal, it focuses on enhancing the efficiency of the institutions of the third sector – which includes associations and institutions of public benefit – by providing an integrated system of organizational and operational support. The main initiatives in this axis include “the platform of the third sector institutions”, “the national registry for the third sector”, and “the social impact speed”, aimed at supporting these institutions with financing and knowledge, stimulating their contribution to gross domestic product and creating qualitative job opportunities.
Establishing a culture of giving and belonging in society
With regard to the third goal, the Ministry seeks to consolidate the culture of giving and belonging through a societal environment that celebrates diversity and supports community participation. These initiatives include “volunteer organization”, which aims to enhance voluntary culture as a societal national value, and “the development of the donation system”, which seeks to build an integrated regulatory and legislative framework to regulate donations collection and follow up its social and economic impact, as well as “societal forums” that enhance ties between different segments of society.
