The start of the Samina 2025 summit in Dubai

Sheikh Nahyan bin Mubarak Al Nahyan, Minister of Tolerance and Coexistence, opened today in the Dubai of the Summit of the Leadership of the Samina Council 2025 under the auspices of the General Authority for Regulating the Telecommunications Sector and the digital government in the UAE, with the wide participation of policy makers, regional organizational organizations, technology companies, and the ability of digital systems from around the world. He said in his opening speech: It is a great honor and pleasure to participate again at the Sumina Communications Council leaders’ summit, this prominent event, which stands at the forefront of efforts to draw the dignitaries of the digital and economic future of our region.
Sheikh Nahyan bin Mubarak expressed his great gratitude to the Samina Council for the kind invitation, appreciating the commitment of the continuous council to achieve a joint vision based on building a possible digital future, comprehensive, and sustainable, indicating that digital transformations are in our region, especially in the United Arab Emirates, no longer just ambition, but rather a living, tangible reality.
He noted that His Highness Sheikh Mohammed bin Zayed Al Nahyan, President of the State, may God protect him, made digital innovation a national priority to enhance economic diversification, community well -being, and competitiveness at the global level, explaining: “Thanks to the directives and support of His Highness, we have pursued a proactive approach by establishing institutions that support adaptation to accelerated technological developments, such as establishing the first ministry of artificial intelligence in the world, And develop moral guidelines for artificial intelligence, promoting technical education and building capacity from classroom to boards rooms.
He pointed out that the UAE today is considered one of the world leading countries in developing the digital economy, and it is continuing in this path enlightened by a vision based on sustainable progress, innovation in policies, and comprehensive growth.
Sheikh Nahyan bin Mubarak continued: “The rapid expansion of the fifth generation networks, the cloud infrastructure, and the amazing development in the field of artificial intelligence, re -draws the limits of the possible at the level of individuals, industries and governments.” Pointing out that this development takes place in the shadow of a complex and fast global environment, as we recently witnessed new commercial measures, such as customs tariff systems imposed by some major economic forces, which confirm the deep interdependence between trade, technology and jius.
He noted that such policies cast a shadow on supply chains, and increase costs on emerging markets, and the pace of global digital transformation that we all seek to accelerate, adding: “But, in every disturbance lies an opportunity. The Samina region must respond with flexibility and determination by enhancing local innovation systems, building a flexible infrastructure, and establishing new partnerships that secure We have a firm place in the future global digital system. “
He stressed that artificial intelligence will be the most important force at this stage, as it reshape sectors such as health care, education, financing and agriculture, and creates new business models, and gives us accurate visions about human needs and behaviors.
He also noted that artificial intelligence, despite its great benefits, raises major challenges in the field of governance, most notably the moral issues related to its use, protection of privacy, cybersecurity, and labor market transformations.
He considered that, as a region, we should continue taking the initiative to consolidate the principle of responsibility and confidence in the heart of our strategies for artificial intelligence. We must strive to maximize the benefits of these technologies, while ensuring inclusiveness, confronting moral challenges, and achieving safety and sustainability, pointing out that the slogan of this year – “smart and sustainable transformation of digital economies” – reflects a very important timing, as success in the digital age is not only measured by the adoption of technology, but with the wisdom of its use and application.
He explained that this slogan calls us to enhance comprehensive and sustainable innovation systems, build human capital in addition to technical infrastructure, and to ensure that digital progress enhances societal cohesion, expands the scope of economic opportunities and protects the environment.
He stressed that the essence of the smart transformation lies in a basic and simple principle, is to serve human technology, not the opposite, explaining that the Samina region has unique capabilities that qualify it to lead this transformation, because it abounds in digitally experienced youth, governments with advisory visions, and vital systems for entrepreneurship, investment and innovation.
He said: “We have to invest in future skills, strengthen the cross -border digital cooperation, and seek to unify the regulatory frameworks with the speed of investment and innovation, and support startups, small and medium -sized companies to create digital value.”
Sheikh Nahyan bin Mubarak concluded his speech by emphasizing that the digital revolution will not stop, nor the challenges we face will retreat, but through the partnership between governments, the private sector and society, and with wisdom, responsibility and joint commitment to sustainability, we can turn the turmoil into an opportunity, and build a digital future that rise to everyone.
He affirmed the full commitment of the United Arab Emirates to play a pivotal role in this path, calling on everyone to unify efforts, thinking, innovation and inspiration, in order to build a more intelligent, secure and prosperous digital world for future generations, calling for today’s discussions to be a source of inspiration, cooperation and renewed ambition.
