The road map is an ambitious five -year plan aimed at upgrading the quality of life, promoting sustainability, and supporting sustainable economic growth in the Emirate of Abu Dhabi, as it represents an integrated framework for the development and implementation of government capital projects with a long -term impact, where the center oversees the leadership of urban and developmental transformation efforts, in line with the vision of good leadership and its wise directives.

The road map focuses on building a flexible and sustainable infrastructure, promoting innovation, and creating vibrant societies that preserve the cultural identity of the Emirate of Abu Dhabi and meet the aspirations of the future.

The plan reflects the center’s commitment to achieving a balanced development that puts human welfare in the heart of priorities, ensuring the totalitarian services, sustainability of resources, and the effectiveness of operational models across various sectors, as well as the plan supports integration between the public and private sectors, which contributes to stimulating economic growth and expanding the domestic investment base.

The road map focuses on six major strategic pillars: upgrading the quality of life, meeting the needs of society, expanding the participation of private sector, stimulating the local economy, adopting sustainability practices, and accelerating the pace of digital transformation.

His Excellency Eng. Maysara Mahmoud Eid, Director General of the Abu Dhabi Center for Projects and Infrastructure, stressed that this ambitious plan represents a bold step towards forming the future of Abu Dhabi, and translates the pre -emptive approach to developing the emirate’s infrastructure by focusing on innovation, sustainability and concluding effective strategic partnerships.

He added that efforts are centered on establishing an infrastructure that supports economic progress, enhancing the quality of the daily life of the population, and also constitutes a vital factor in attracting investments and competencies from around the world.

The plan gives a great priority to expanding the participation of the private sector in implementing capital projects, as the Abu Dhabi Center for Projects and Infrastructure aims to increase the contribution of the private sector by 20% annually, and this comes within an ambitious vision to open new horizons for business and investment opportunities, through an attractive and stimulating environment for sustainable partnerships.

The plan aims to attract 20 new developers and statements to the Emirate of Abu Dhabi, by organizing specialized promotional tours in the most prominent global markets, in order to enhance the emirate’s position as a favorite destination for the leading companies in the field of developing and implementing infrastructure projects.

The road map highlights the importance of enhancing the local economic value, as it aims to redirect 30% of capital spending to the national economy, and this includes the supply of 40% of the materials used locally, and to attract investors to establish factories specialized in the production of lighting units and air conditioning systems, with the presence of ambitious plans to expand in the future in other vital sectors.

The sustainability is an essential axis in the plan, as all government capital projects will be obligated to fully comply with the policy of climate neutrality 2050, before the end of this year, and the standard construction system will be adopted in implementing 50% of the new housing and social projects, with the aim of enhancing the efficiency of resource use, reducing waste, and supporting sustainability in various stages of development.

The involvement of society is one of the fundamental principles on which the strategic plan is based, as the center is keen to include the opinions of the population within the planning stages of 90% of the projects concerned with improving the quality of life, and this is done by organizing consultative sessions and concentration groups to ensure projects compatible with the aspirations and needs of beneficiaries.

To enhance this trend, the center intends to launch interactive digital platforms by 2026 that provides greater transparency, contributes to enhancing public participation, and facilitating communication channels with various stakeholders.

The road map attaches special importance to accelerating digital transformation, by developing a central platform for government agencies, which is scheduled to be launched in 2026, to raise operational efficiency and enhance integration levels between the various authorities concerned with implementing projects.

Parallel to the implementation of the five -year plan, the center invests in building national human capabilities and competencies capable of keeping pace with the requirements of the future, through internal training programs and an educational curriculum specialized in managing capital projects, in addition to establishing a research and development center concerned with stimulating innovation in the areas of infrastructure and smart construction.
