The forum discussed the developments of Emirati economic diplomacy and anticipating its future paths in light of the geopolitical transformations and rapid global changes.
The forum came this year to form a strategic platform to present the results of the “Economic Diplomacy of the UAE 2024-2025” report, which was prepared in cooperation between the Anwar Gargash Diplomacy and College Academy, with the contribution of specialized researchers from inside and outside the country.
His Excellency Dr. Ali bin Sabaa Al -Marri, CEO of the Mohammed bin Rashid College for Governmental Administration, said that the forum constituted a qualitative starting point that contributes to supporting the UAE’s march towards building an advanced model for economic diplomacy, based on knowledge and analysis, and enhances the effectiveness of the government decision and its competitiveness, and reflects cooperation with the Anwar Gargash Diplomacy Academy of our deep belief in the importance of the strategic partnership in developing the state’s tools, and raising its ability to keep pace with global economic variables.
He added that the report of the “Economic Diplomacy of the UAE 2024-2025” highlights the growing role of the Emirates on the international scene, through clear indicators that reflect the efficiency of investment in partnerships, investment flows and sovereign wealth funds, in a way that enhances the position of the state as one of the main actors in the global economy, and we look forward with confidence that the forum outputs contribute to formulating more flexible and influential economic visions and economic policies, supporting readiness UAE to deal with future challenges and invest his chance.
For his part, Dr. Mohamed Ibrahim Al Dhaheri, Deputy Director General of Anwar Gargash Diplomacy, confirmed that the government administration forum is a strategic platform for re -visualization of economic diplomacy as a tool that reflects the state’s identity and global aspirations, explaining that economic options are no longer separate technical decisions, but rather have become part of a broader narrative that requires capacity building, expanding partnerships, and achieving comprehensive and sustainable prosperity.
The report provides a comprehensive review of the UAE’s strategy in economic diplomacy, with a focus on major axes that include analyzing comprehensive economic partnership agreements and assessing their effects on state competitiveness, food security, and foreign direct investment flows.
The report addresses the role of sovereign wealth funds and state -owned companies in promoting the soft power of the UAE and expanding its external economic impact, as well as studying how the state addresses global trade changes, and its leadership in integrating the digital economy and climate diplomacy, as well as a review of successful experiences of Emirati economic diplomacy in the regions of Asia, Africa and Latin America; Providing strategic proposals to enhance institutional coordination, building diplomatic capabilities, and activating economic tools within the foreign policy of the state.
The report is based on a set of modern indicators and statistics that highlight the effectiveness of the state’s economic and diplomatic policies, as direct foreign investment flows amounted to $ 30.7 billion in 2023, while comprehensive economic partnership agreements reached 24 agreements until 2024, including 16 agreements that entered into force, and Emirati sovereign funds are managed huge, the most prominent of which is the Abu Dhabi Investment Authority “993 billion Dollars, “Mbapla Investment” 302 billion dollars “, and the Emirates Investment Authority” 87 billion dollars “.
The data also reveals the issuance of more than 200 thousand new economic licenses in 2024, bringing the number of companies operating in the country to more than 1.1 million, at a time when the International Monetary Fund estimates indicating expected growth in GDP by 4.2% during 2025, and the role of Emirati foreign aid in consolidating the human dimension of politics, as it amounted to $ 3.45 billion in 2022, of which 2.56 billion for countries The most needy.
The non -oil foreign trade of the state recorded 835 billion dirhams in the first quarter of 2025, with a growth of 18.6%, while non -oil exports reached 177.3 billion dirhams, recording an exceptional increase of 40.7%, to exceed 21%of the total foreign trade, while GDP reached 1.77 trillion dirhams in 2024, with the non -oil sector contribution by 75.5%.
The activities of the forum started with an opening speech delivered by His Excellency Dr. Ali bin Sebaa Al -Marri, CEO of the Mohammed bin Rashid College for Governmental Administration, followed by an official speech by His Excellency Dr. Mohamed Ibrahim Al Dhaheri, Deputy Director General of Anwar Gargash Diplomacy Academy, highlighted the importance of economic diplomacy in supporting the UAE’s position and enhancing its strategic partnership on the global scene.
The forum targeted large categories of economic and diplomatic affairs, including government officials, economic diplomats, experts in the fields of trade and policies, academics, leaders in the business sector, and students specializing in international affairs.
The sessions discussed the role of sovereign wealth funds, the dimensions of the Abu Dhabi Ministerial Declaration of the World Trade Organization, the evaluation of its policies related to economic diplomacy, the importance of consolidating the economic partnerships of the state on the global scene, with the participation of Dr. Ahmed Rashad, the main researcher and the general editor of the report and an assistant professor in economics at the Anwar Gargash Diplomatic Academy, and Dr. Mona Mustafa Al -Shalqami, a associate professor in the policies of the total economy and finance The public in the college, His Excellency Ambassador Hussein Haqqani, a first researcher and diplomat residing at the Anwar Gargash Diplomatic Academy, Dina Abdullah, a first specialist in trade and a first policy consultant.
