Children and the elderly most vulnerable to runaway accidents

Ras Al Khaimah police called on drivers not to be busy with driving, stressing that “the moment of preoccupation with the steering wheel may end with a humanitarian catastrophe.”

It stated that the most exposed groups of neglect incidents are children and the elderly in residential and school areas.

A detailed traffic statistics, issued by the Ministry of Interior, revealed the record of 29 run -over accidents in the emirate, during the past year, caused the death of seven people, and injured 19 with various injuries.

Ras Al Khaimah Police confirmed that most of the accidents are due to neglect and lack of attention, in addition to the extra speed in residential areas, the lack of priority to pedestrians, and the preoccupation with the phone while driving.

She called on drivers to adhere to five basic traffic practices to reduce runaway accidents, especially in areas with population and school density, is to adhere to the specified speeds, especially around schools, where the risk of children and pedestrians crosses, and the complete stopping at pedestrian crossing lines, giving them the priority of crossing, refraining from using the phone, and monitoring the road carefully, especially in crowded places or Near the entrances to the complexes and commercial centers.

For its part, the legal advisor and the lawyer, Moza Masoud, stated that the run -over accidents that result in the death of a person without a criminal intention are classified as a law within the “wrongful killing”, according to the UAE Penal Code, while the punishment is imprisonment and fine, or one of these two penalties, provided that the period of imprisonment is not less than a year, and that if it is proven that the accident is caused by neglect or lack of caution, or as a result of the driving of the vehicle Under the influence of narcotic or alcoholic materials.

She emphasized that the legal responsibility extends to the Federal Traffic Law, which is applied based on the type of violation and the percentage of error in the accident, noting that some cases require heavy penalties, such as driving without a license, or escaping from the accident site after its commission, which are violations that are classified within the grave, which may lead to imprisonment and fines, as well as administrative procedures, such as withdrawing the license, and reserving the vehicle.

She emphasized that the effects of run -over accidents do not stop at the limits of legal responsibility, but rather extend to the psychological and social aspects of the cause and the victims of the victim.

She said: “Often the cause of the accident lives a severe psychological trauma, especially if he does not intend to act, and he suddenly found himself in a tragic situation as a result of a moment of negligence, transgression of speed, or using the phone while driving.”

She added that some of the responsible are in a state of remorse and the remorse for the continuous conscience, especially if it is proven that they committed a clear traffic violation, or were under the influence of prohibited substances while driving, noting that the feeling of guilt accompanies them for years, and may affect their psychological and social condition, and even their ability to return to their normal lives.

She explained that the psychological impact also extends to the victims’ families, especially parents, brothers or children, who face a sudden loss of a dear person, due to a reckless behavior on another, which causes a psychological gap that may not be restored easily, and sometimes leads to long -term psychological disorders, such as anxiety, depression or social isolation.

She stressed the importance of intensifying awareness and educational campaigns, and promoting traffic culture among all groups of society, noting that traffic safety is a collective responsibility, starting from the driver and ending with the pedestrians themselves, stressing that commitment to laws is not an option, but rather a necessity to protect lives, especially weak groups such as children and the elderly.
