المملكة: New rules for naming streets .. 7 criteria and fine of violators up to 10 thousand riyals

The Ministry of Municipalities and Housing has approved new organizational rules to regulate the nomination of streets and squares and number real estate in all cities and villages of the Kingdom.
The new rules include accurate mechanisms of naming and numbering, and the competent authorities and the standards of setting guidelines, as well as an integrated system of violations, penalties and grievances, include, while the new rules enter the implementation of 90 days after their official publication.

Municipal tasks in naming and numbering

The first article of the rules stipulated that the secretariats, municipalities and village complexes assume the task of naming streets and squares and numbering real estate, provided that this is done in accordance with the provisions mentioned in these rules, with the aim of unifying procedures and developing the infrastructure of municipal services at the Kingdom level.

According to Article Two, decisions are formed by the Minister of Municipal and Rural Affairs – and in coordination with the regions of the regions – committees made up of historians, writers and experienced to propose street names and squares, provided that these names are adopted by a decision of the minister, in a manner that ensures that the name is of a historical and cultural reference consistent with the identity of the Kingdom.

Criteria for choosing names

Article Three requires observance of historical incidents, the names of the Companions and the followers, scholars and leaders, the names of Arab cities and other names of significance, in order to ensure the historical, cultural and social links in choosing the new names.

City division plan and naming mechanism

Article IV has set technical controls for street nomination and real estate numbering, most notably the division of cities and villages into clear areas on the basis of which the drawings for the process of naming and numbering are prepared. The road network has also been classified into three main types: roads, streets, and corridors, provided that a specific name is given to each of them.
The rules included the division of the city or village into four squares by drawing two orthogonal lines that take into account their matching with the two most important roads in the urban range, to facilitate the methodology of numbering and the guidance of the authorities, service agencies and citizens.

Rules of punctuation: upward and coordinated

Article Five stipulates that the numbering begins from the nearest intersection between the two main roads or from the city center, and it continues to escalate towards the ends, with the numbering of the street name. As for the sixth article, it was required that the real estate be numbered with a measurement unit adopted with the approval of the Ministry of Municipal Affairs, so that the real estate is entrusted to the two sides of the road in individual and married numbers according to its location.

Global standards for street banners

On the aspect of the guidelines, Article Seven indicated that the signs for naming streets and squares must be applied to international standards approved by the Supreme Commission for the Development of Riyadh.
Article 8 stressed the necessity of putting signs in prominent places while preserving the sanctity of buildings, as well as writing banners in the English language at the bottom of them, provided that the Arabic text is more clear.

Financial fines and damage compensation

The new rules, under Article Nine, imposed a fine not exceeding 10,000 riyals on anyone who violates their rulings, without prejudice to the most severe penalties stipulated in other regulations. The tenth article also obliged the violator to compensate for any damages that result from the violation, including the costs of repairing the damage that caused it.

Control violations and the competent authority

The eleventh Article granted the Minister of Municipal and Rural Affairs the authority to issue and investigate the new rules violations. As for the dismissal of violations, it is carried out through a committee consisting of at least three Saudis, which is formed by a decision of the minister and its decision is approved by him in accordance with the twelfth article.
The rules of violators provide grievance from the committee’s decisions before the Board of Grievances within 30 days from the date of their informing of the decision, which guarantees the achievement of justice and gives the affected parties the right to formally objection to the sanctions.
