Syria – UN emphasized the importance of the fundamental correction in the political transition after the events of As -Suwayda

The UN envoy stressed – during his conversation with the Security Council meeting on the situation in Syria today, Monday – that the terrible violence that the Syrians suffered in As -Suwayda would not have happened, “and also witnessed unacceptable foreign interference.”

He explained that with his deputy, Rushdie Najati in contact with the authorities in Damascus and the local actors in As -Suwayda throughout this period.

UN condemnation of violations

Unnamed Pederson – who spoke videos – condemned the horrific violations against civilians and fighters in As -Suwayda. It also condemned the Israeli intervention and the dangerous air strikes in As -Suwayda and Damascus.

He expressed great concern about the reliable reports received by the United Nations Office for Human Rights and his office, which indicate widespread violations and transgressions, which included executions of brief and arbitrary and arbitrary measures, kidnappings, destruction of private property and domestic looting.

He said that among the perpetrators were reported to be members of the security forces and members of the authorities, in addition to other armed elements from the area, including the Druze and the Bedouins.

The fragile calm is still steadfast

The UN official referred to the truce that was announced on July 19, according to which the Bedouin forces withdrew from the majority of the endosperm, and the security forces restored their positions on the province’s borders, clashes declined, and Israeli air strikes stopped, despite the continued separate skirmishes.

He warned that the fragile calm remains largely steadfast, “but the situation remains charged and unstable.”

Unfortunately, there were about 175,000 people, noting that the humanitarian needs are sharp. He stressed the need for the United Nations to be able to deliver humanitarian aid continuously and without obstacles. He referred to some of the exchanges of civilians and fighters who were detained.

A need for wisdom and flexibility

The special envoy said that confidence in permanent security depends above all on the credibility of the political transition itself, noting that “loyalty to the state cannot be imposed by force. Rather, it must be gained through a real process that builds a representative state, protects everyone’s rights, and includes all segments of society on an equal footing.”

He continued, saying: “This is the time to have flexibility and wisdom above all. If the main components and societies see that the state does not act as a state but rather a threat, the positions are hardening. Likewise, if the leadership of these components and societies see that they are slowing or opposing the real integration in the structure of one country, the positions are harden in the other direction as well.”

Pederson said that this basic challenge requires a real dialogue and settlement, and active assistance from a third party to support a Syrian political transition under Syrian leadership and ownership, comprehensive, which regains the sovereignty and unity of Syria and all the Syrian people were able to form the future of the country.

He affirmed the United Nations’s readiness to do its best to help, to work with the authorities and all Syrians. He concluded his speech by saying: “Simply put, the Syrian political transition cannot fail.”

Great damage to infrastructure

The UN official stressed the need to protect those trapped in fighting and allow them to move freely in search of safety and medical treatment. It also stressed the importance of protecting infrastructure and basic services – including health care, water, sanitation and electricity.

The United Nations is involved with the parties

Edem and Surno said that the Office of Humanitarian Coordination (OCHA) was involved with all parties to ensure the speedy delivery of aid, but said that the arrival was still restricted.

It stated that a convoy consisting of 32 trucks from the Syrian Arab Red Crescent arrived in Suwayda, on July 20, carrying aid provided by the World Food and UNICEF program, in addition to other partners.

On July 23, a second caravan of the Syrian Arab Red Crescent, carrying food, wheat flour, fuel, medicines, and health supplies – including aid provided by the United Nations – arrived in Sweida.

The UN official also reported the arrival of a similar third convoy to As -Suwayda, today, Monday, which includes fuel for hospitals and bakeries, food, surgical groups, and shelters.

She said that the United Nations is continuing to communicate with partners and interim authorities to obtain direct access to As -Suwayda as soon as the security conditions allow this. It urged all parties to facilitate an extensive and sustainable access to humanitarian aid and employees, including medical staff.

Edem and Surno explained that the United Nations is working with the Syrian Arab Red Crescent and partners of NGOs to provide food, nutrition, health services, water, protection services and other vital materials for new displaced persons in the reception centers in the neighboring Daraa, and in Damascus countryside.
