Sexual violence during the conflicts – 63 entities: Hamas on the list and the Israeli and Russian forces occur to the possibility of its inclusion

This number represents a significant increase of 25% compared to 2023. A press release issued by the Bramela Batten office, the Special Representative of the Secretary -General concerned with sexual violence during conflicts, stated that these disturbing figures do not reflect the international scope and the spread of these crimes.

Israel and the occupied Palestinian land
The Hamas movement was included in the report on the basis of information documented by the United Nations in 2024, indicating reasonable reasons for the belief that some of the hostages who were taken to Gaza were subjected to various forms of sexual violence during their detention, and clear and convincing information that sexual violence was also committed during the attacks of October 7, 2023 in at least 6 locations.
For the first time, the report includes an attachment to notify the parties that they may be included in the next report of the Secretary -General.
The press statement stated that the continuous rejection of the entry of United Nations monitors in the context of Israel and the occupied Palestinian land, and the temporary occupied territories in Ukraine made it difficult to document and define categorically the patterns, trends and methodology of sexual violence in these contexts.
In view of the great concern about the patterns of specific forms of sexual violence committed by the Israeli military, security forces, Russian military and security forces and their associated armed groups, the Secretary -General of these parties informed the possibility of being included in the list of perpetrators of violations during the period covered by his next report.
This anxiety is mainly related to violations recorded in places of detention.
Libya
In Libya, the report list was included, two state affiliated sides, “A deterrent to organized crime and terrorism” and “illegal immigration department”, based on consistent reports on sexual violence – mainly in the places of detention – recorded by the United Nations and reported in successive annual reports of the Secretary -General.
The Internal Security Agency (Benghazi), a state -non -affiliated party, has also been included on the list due to documented patterns of sexual violence during detention.
Sudan
A Sudanese girl, 14, was raped by armed men after the outbreak of the war. You are now receiving psychological-social support from a local non-governmental organization. Rape is used as a weapon in the war in Sudan.
The Secretary -General’s report said that monitoring sexual violence in Sudan is still difficult due to the inability of service providers to reach the affected areas of conflicts, stigmatization and the collapse of the laws of the rule of law.
Despite these challenges, the United Nations documented in 2024, cases of sexual violence committed against 90 women, 36 girls, 4 men and one boy. These violations included practices, including individual and group rape, attempted rape and kidnapping for sexual exploitation purposes. The report stated that 82 cases of these cases occurred in 2023.
The UN report added that elements of the Rapid Support Forces and allied militias were involved in most cases. It was also involved in members of the armed movements and elements of the Sudanese Armed Forces.
A large number of individual and group rapes were documented, especially during the invasion of cities, attacks on the sites of the displaced internally and against fleeing from the areas affected by the conflict. Women and girls were raped in their homes, or in front of their families, and in some cases after they were kidnapped for more than several days or months.
The Secretary -General called on the parties to immediately end the hostilities and all forms of sexual violence. He stressed the need to ensure full medical and psychological assistance, and the participation of women without obstacles in humanitarian services.
He also called on all United Nations member states to comply with the Darfur arms embargo in Darfur, pursuant to Security Council Resolution 1556 (2004). He appealed to increasing funding to support refugees from Sudan, including survivors and survivors (from sexual violence), and their host societies.
Sexual violence during detention
The UN report highlighted a prominent pattern related to various forms of sexual violence in formal and informal detention areas, including as a method of torture, insult and forcing information, especially against men and boys, but this also included women and girls.
Non -state armed groups have used sexual violence to enhance their control over lands and natural resources and implement their extremist ideologies.
The spread and provision of small and light weapons continues to feed sexual violence in most contexts. Group displacement and food insecurity have exposed women and girls to high risk of sexual violence.
Another pattern mentioned in the report is the kidnapping and trafficking of human beings associated with conflicts for the purposes of sexual slavery and sexual exploitation, and this was committed from parties including terrorist groups under the sanctions of the UN Security Council.
Honorable human access
Despite the growing needs, human access has been severely undermined or prevented by the parties to the conflicts.
Pramela Patten actress said that unprecedented intensity and scope to destroy health care facilities, attacks, harassment and threats against service providers on the front lines, strongly undermined the arrival of life -saving aid to survivors during conflicts.
In many cases, victims cannot reach health care providers during the first 72 hours of being exposed to this violence, which is a critical period for life saving services to deal with rape, including the prevention of HIV infection.
Women most victims
The report stated that the largest number of cases were recorded in the Democratic Republic of the Congo, Haiti, the Central African Republic, Somalia and South Sudan.
The report covers 21 countries, which were available in information and document by the United Nations. The victims included women, girls, men, and girls, including people with sexual orientation or sexual identities, ethnic and ethnic minorities, and people with disabilities, between the ages of one year and 75 years.
After 25 years of accreditation Security Council Resolution No. 1325 Around women, peace and security, women still represent the vast majority of victims by 92%.
The report stated that violent physical violence, in many cases, accompanied sexual attacks with reports of brief executions (without following the obligatory legal procedures) for victims after rape.
The stigma rooted in harmful social norms leads to social and economic exclusion and poverty of the survivors who were subjected to this violence and their children and many of them were born as a result of rape during the war.
Sexual violence measures
The Secretary -General of the United Nations renewed his call to all parties to the conflicts to set specific measures to prevent sexual violence, according to what was clearly stated in Security Council Resolution 2467 Issued in 2019.
This includes issuing clear orders through the leadership chain that prohibits such violations, ensuring that the perpetrators are held accountable and allowing the arrival of United Nations devices without obstacles for monitoring and providing services.
The Special Representative of the Secretary -General concerned with sexual violence during the conflicts, Bramela Batin, affirmed her willingness to engage and provide technical support to the parties in order to respond to this violence and prevent it.
Baton’s events: “The promise expressed by the Security Council through its six decisions allocated to sexual violence is the prohibition. We condemn the survivors (from this violence) more than solidarity, we denounce them to ensure a life of dignity and work effectively and decisively to prevent and eliminate these crimes.”
