The Ministry of Finance organizes the digital participation forum in the government decision

Dubai, September 22/ WAM/ The Ministry of Finance organized today, in the Union Museum in Dubai, “The Digital Participation Forum in Government Resolution: Partnership, Interaction, Impact”, in partnership with a number of government and international bodies, with the aim of highlighting the mechanisms of digital participation as a strategic tool for policy industry and improving government services, and enhancing integration between decision makers and society through innovative digital tools.
The organization of the forum comes within the framework of the Ministry’s commitment to enhancing the concepts of government government partnership, and developing innovative interactive channels that enable society to directly contribute to the formulation of decisions and public policies, in line with the vision of “We Emirates 2031” and the “Emirates 2071 Centennial” targets.
The forum was attended by His Excellency Younis Haji Al -Khoury, Undersecretary of the Ministry of Finance, His Excellency Eng. Majid Sultan Al -Mesmar, Director General of the Communications Regulatory Authority and the digital government, and a number of government leaders.
Al -Khoury said, in his opening speech to the forum, that the forum represents a strategic platform that reflects the established faith of the UAE that the involvement of society in the government decision -making is an essential pillar in developing policies and formulating the future of government services.
He added, that the UAE, thanks to the vision and directives of its rational leadership, put the digital transformation as a strategic option that goes beyond being a technical shift, to constitute an integrated transformation that rebuilds the relationship between the government and society, and at the heart of this transformation, digital participation comes as a pivotal tool for the decision -making, which enables individuals to express their opinions and aspirations, and allows the government to benefit from these inputs in setting general policies More influencing and responding to reality.
He stressed that the Ministry of Finance considers through its ambitious strategy to digital participation as one of the most important possibilities to enhance the government financial decision -making system on the basis of transparency, efficiency, and continuous interaction with various segments of society.
He explained that this approach is integrated with the vision of “We UAE 2031” that puts man in the heart of development and emphasizes the active participation in formulating the future, and with “Emirates Centenary 2071” that draws the features of the future of a country more innovative and sustainable.
He stated that achieving these visions requires the development of a participatory environment that allows the community to contribute directly to the formulation of policies and decisions, through modern digital tools based on artificial intelligence and analyzing huge data, in a way that turns public opinion into an implementable process.
And that international experiences have proven that it is the most successful governments that made community participation an integral part of the government decision -making process, and transformed data and ideas into policies that enhance society’s satisfaction and increase the level of mutual trust, and we in the UAE are not satisfied with adopting these concepts, but rather aspiring to lead them globally, and to provide a leading Emirati model that inspires others, and puts digital participation at the heart of government work.
His Excellency Aisha Youssef, Undersecretary of the Ministry of Community Empowerment, stressed that this forum represents a qualitative step to consolidate the culture of innovation and transform digital knowledge into a pillar of development, noting that its importance lies in being the space of gathering experiences and opens the way for exchanging ideas in a way that enhances the state’s position in the field of global digital transformation.
She added that the support of the Ministry of Community Empowerment of the Forum reflects its commitment to enabling individuals and society to participate actively and the impact industry, that the joint efforts between national institutions not only stands at the limits of exchanging experiences, but also translate into initiatives that raise the readiness of everyone and give it sustainable tools to keep pace with the future.
His Excellency Engineer Majid Sultan Al -Masmar said that digital participation is not just technical tools that we use when needed, but rather a national culture that is rooted and an integrated process that starts from publishing information transparently, through digital public consultations, and ending with the conversion of the results of the participation into implemented policies and services.
He explained that one of the most prominent of these efforts is the launch of the “Share. Development of government services.
In turn, His Excellency Khaled Al -Nuaimi, Director of the Federal Youth Foundation, stressed that digital participation represents the primary engine to empower young people as active partners in decision -making. Digital tools and platforms provide vital spaces for displaying ideas and visions, which makes government policies closer to their aspirations, and this shift in the pattern of communication with society is an entry point to activate the role of youth as a driving force for development and building a future that reflects aspirations All groups of society.
He added that the youth in the UAE are keen to transform the digital interaction into tangible achievements and implementable projects, which demonstrates their real commitment to development, and this approach embodies the vision of the rational leadership, which believes that investing in youth is an investment in a prosperous and sustainable future, and that their role must go beyond participation to the actual leadership in the development process, “noting that the Federal Youth Foundation is keen to provide opportunities It allows young people to take advantage of the digital transformation in the paths of empowerment, and this is embodied in the program ‘step towards work’ on a ready platform, which is a leading example to activate digital tools that enhance the readiness of youth and build future skills for national cadres, which is part of the official efforts that show the importance of adopting digital frameworks in government work plans.
The forum witnessed an international intervention presented through the video of Vinsenzo Aquaro, head of the UN digital government branch, which highlighted the role of digital participation in reshaping government governance models globally, and reviewing the relevant international trends and standards, while providing an international tribute to the experiences of leading countries such as the UAE.
The forum dealt with three main sessions that started with “digital participation … from the concept of empowerment”, which focused on the comprehensive concept of digital participation and modern global trends, in which Azza Al Jasmi, Director of Government Communication Department at the Ministry of Finance, Manal Al -Afad, Acting Director of Advance and Digital Empowerment at the Communications Regulatory Authority and the digital government, along with Dr. Mohamed Al Shamsi, Director of Information Technology Department at the Emirates Health Services Corporation.
The second session, entitled “Between positive interaction and impact industry”, discussed how to translate digital ideas into decisions and policies with a real impact.
In it, Fatima Al -Sheikh, Director of Tax Policy and Legislation Department at the Ministry of Finance, and Laila Al -Badi, Director of the Strategy and Future Department in the Ministry of Community Empowerment, and Hadi Qubaisi, participated in a partner in the Digital Consulting Department at Price Water Hosphens.
As for the third session, entitled “Towards an effective digital participation … senior and youth”, it combined representatives of the category of senior citizens from an asset club, and a representative of the Federal Youth Authority.
The session focused on highlighting the vision of both categories on building a comprehensive digital partnership, as the speakers highlighted their personal experiences with digital tools, and highlighted the most important challenges and proposals to improve the experience of participation, and stressed the importance of integrating all segments of society into the decision -making process.
