"Emirates Council for Sharia Fatwa" It holds its fourth meeting for the current year

ABU DHABI, 26 October / WAM / The Emirates Council for Sharia Fatwa held its fourth meeting at its headquarters in Abu Dhabi, headed by His Excellency Sheikh Abdullah bin Bayyah – Chairman of the Council, and in the presence of His Excellency Dr. Omar Habtoor Al-Darai – Chairman of the General Authority for Islamic Affairs, Endowments and Zakat, Vice-Chairman of the Council, and Their Excellencies and Excellencies Members of the Council.
The agenda included a number of items that reflect the path of institutional development of the Sharia fatwa system in the country.
The Council began its work with a speech by His Excellency the President of the Council, in which he affirmed moving forward in establishing a pioneering national model for institutionalizing fatwas, and developing its tools to keep pace with contemporary changes and serve society.
His Excellency said: “Our meeting today comes in the context of the Council’s successive achievements and diligent steps indicating the fruits that are now being reaped, thank God. This has been reflected in our agenda, which we note is comprehensive in its treatment of the Council’s powers, and diverse in its topics.”
He explained that dealing with the changing reality represents a major challenge for contemporary fatwas, as some muftis completely ignore reality, and others do not have the tools to understand it, while some of them try to impose their understanding of reality on the legal texts without taking into account the controls for dealing with them, while the fatwa is not separated from reality, but rather interacts with it and derives its understanding from it, because understanding reality is the way to correctly apply the legal rulings to the facts of life.
His Excellency added: “Understanding reality is a delicate and complex task in today’s world in which social, scientific and technological transformations are accelerating, and in which cultures and religions are diversifying, stressing that this new reality requires a conscious legal reading that recalls the universals and higher purposes of religion, ensuring that the fatwa is consistent with the developments of the era and its requirements.
After that, what was included in the meeting agenda was reviewed, as the General Secretariat of the Council gave a detailed presentation of what was accomplished in the “Preparing National Fatwa Competencies” program, which aims to build cadres qualified in knowledge and skills, through training and application paths that enhance fatwa control and unify its references in line with the Council’s specializations and tasks.
Their Eminences reviewed the members of the summary of the concept paper for the third global conference that will be organized by the Council, in addition to a review of what was accomplished by the Committee for Preparing Regulations and Policies related to public and private fatwas, which included the regulatory regulations for public fatwas, the regulatory guide for licensing and authorizing private fatwas, and the guideline for specialists in legal opinions. The Council discussed a number of fatwas and other topics on the meeting’s agenda and took appropriate decisions regarding them.
